SUMMARY OF JOB RESPONSIBILITIES
This is a technical and professional position within Pierce County Public Works, in the Environmental Permitting Section of Surface Water Management, with an emphasis on environmental permitting and project management and project advocacy. This position will be responsible for conducting site evaluations, preparing reports and mitigation plans, completing SEPA and NEPA environmental documentation, preparing biological assessments, and coordinating permits with many regulatory agencies for a wide variety of Surface Water Management projects, with emphasis in flood risk reduction,water quality and restoration projects. The position includes varying amounts of office and field responsibilities. Incumbents are required to use considerable independent judgment and initiative in daily work activities. Work is performed under the general direction of an administrative superior who periodically reviews work through conferences, reports, and results achieved.
THE ESSENTIAL FUNCTIONS OF THE POSITION ARE
In relation to a variety of Surface Water Management projects: Conducts site visits, identifies natural conditions of the sites and predicts future behavior of natural resources. Reads and interprets plans, specifications, drawings, technical maps and documents; preferred experience with implementing fish exclusion protocols and fish handling; identification of critical habitat. Prepares, reviews, and analyzes complex reports and mitigation plans. Analyzes a proposed project activity in relation to its impact on the environment and reviews mitigation plans. Provides input and direction to, and monitors, consultants preparing mitigation reports, and other environmental related analysis, studies, and reports needed to secure local, state, or federal approvals and permits. Coordinates environmental documentation and permitting activities with other section members, other County departments, and other agencies. Participates in project team meetings. Prepares written reports, summarizes findings, and drafts a variety of memos and letters. Prepares and reviews environmental documentation (including SEPA Checklists and biological assessments) and prepares, submits, and obtains permits (including Section 7 permits) from local, state, and federal agencies. Makes presentations on environmental issues at public hearings and project public outreach venues. Answers questions from the general public about environmental regulations. Provides direction, assistance, guidance, and training to other staff. Performs other related duties including construction oversight, project implementation, water quality monitoring and mitigation. Candidate must have a track record of being an effective project proponent. Candidates will be required to show the use of considerable independent judgment and initiative in daily work activities.
RECRUITING REQUIREMENTS
Graduation from a four-year college or university with a degree in botany, biology, environmental studies, fisheries, soil science or related field, and three years of related work experience, including a minimum of one year experience delineating wetlands using the Corp of Engineers 1987 Wetlands Delineation Manual and preparing wetland reports and mitigation plans, and familiarity with Western Mountains, Valleys, and Coast regional supplement (WMVC), and Ecology rating and mitigation documents. Additional education may substitute for the recruiting requirements. May be required to pass a Pierce County background check which includes a criminal history check, as well as a pre-employment physical and drug test. Individuals who have been convicted of crimes (which includes a deferred sentence) involving crimes against vulnerable adults, crimes against children, sexually related crimes, DUI, vehicular homicide, drug possession, drug manufacturing with the intent to distribute, assault, fraud, and theft of any kind within the last ten years may not meet the recruiting requirements for this position
