ABOUT THE POSITION

The Executive Analyst plays a substantive role in promoting a culture of fiscal responsibility, innovative leadership, transparency, accountability, and improving services within King County government. The analyst establishes and maintains strong working relationships with internal and external partners that support two-way communication, ensure that policy positions are well-grounded and informed, and helps communicate leadership priorities and rationale for decisions. This position is part of a team of analysts and is expected to support projects in a team-based, collaborative environment. The successful candidate will thrive in an organization that values learning, creativity, fairness, and social justice.

Specifically, the Executive Analyst performs a variety of statistical and policy analyses to evaluate operating budget requests and capital investment proposals from County departments and agencies and makes recommendations to the PSB Director. The analyst serves as an advisor to agencies with regard to the County budget process and supports agency finance managers in formulating and developing biennial and supplemental budget requests. In this role, the analyst ensures that budget and investment proposals for the agencies are well-grounded, financially sound, and aligned with the County strategic priorities. On behalf of the PSB Director, the analyst also monitors execution of the assigned budgets and the financial health of the related operating and capital funds, keeping the PSB Director abreast of emerging financial risks or budget issues. The analyst maintains strong working relationships with counterparts from the agencies and other PSB analysts, facilitates interagency budget and policy discussions, and routinely serves on project teams.

Job Duties

  • Organize and manage the development, preparation, monitoring, and evaluation of department budgets and capital improvement plans. Process budget submissions in the County’s operating and capital budget systems.
  • Examine agency analyses of financial, organizational, and policy implications in support of proposed initiatives, projects, and legislation.  Make recommendations and formulate options to implement new policies and programs in a fiscally responsible manner.
  • Brief PSB Director and other County leadership on budget, financial, and policy issues in a clear and informative manner. Communicate ideas and information to non-financial managers, elected officials, and program stakeholders.
  • Evaluate six-year financial plans and monitor financial health of operating and capital funds.
  • Monitor capital project portfolios and coordinate standard reporting to the Council. Review cost-effectiveness and outcomes of initiatives, programs, and projects.
  • Develop and maintain positive working relationships with County agencies and other stakeholders. Identify intersecting issues, conflicts, and opportunities for collaboration across County agencies and with external partners.
  • Represent the Executive’s Office to County agencies, elected officials, and other jurisdictions.
  • Articulate Executive priorities and ensure they are reflected in analysis and decision making.
  • Support projects that may include cross-departmental collaboration and areas of high-priority operational improvements.

Experience, Qualifications, Knowledge, Skills

  • A combination of education and relevant experience that demonstrate ability to perform duties of the position. Relevant education includes coursework and/or degree/s in public administration, business administration, economics, statistics, political science, or other related areas. Relevant experience includes progressively responsible experience in one or more of the following areas: budgeting, financial analysis, cost forecasting and modeling, program/policy evaluation, business planning, and/or performance management.
  • Experience performing research, analyzing data, and providing advice on complex issues, including evaluation of options and recommendations.
  • Demonstrated ability to manage projects – plan, organize, and get things done.
  • Demonstrated ability to effectively present complex information to diverse audiences.
  • Experience managing and prioritizing a varied and demanding workload. Ability to meet deadlines, to stay on task with interruptions, and to balance multiple changing priorities.
  • Demonstrated problem solving and decision-making skills along with the ability to identify and take action on core issues.
  • Experience interpreting, analyzing, and recommending changes to policies and procedures to simplify and improve process.
  • Commitment to work proactively to dismantle systems of privilege and oppression that have led to persistent inequities – especially by race and place – within the County. Commitment to the goal in King County’s Equity and Social Justice Strategic Plan of, “full and equal access to opportunities, power and resources so all people may achieve their full potential.”

WORK SCHEDULE:
The Executive Analyst position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible. The typical workweek is 40 hours per week, Monday – Friday. This position is not represented by a collective bargaining agreement.
