Salary Range

6,698.00 – 8,708.00

Job Summary

The purpose of this position is to perform professional engineering, administration and consulting work focusing in the review, design, planning, investigation, and construction of surface water and ground water projects; may provide project support for street, utility, wastewater systems, and other public works areas as needed. Review private developer projects. Prepare plans and specifications, and act as a project manager on assigned projects.

This is a full-time, regular, non-union, exempt position. The schedule for this position is M-F, 8:00am to 5:00pm.

Job Details

Essential Functions:

  • Review developer plans, reports and specifications for public works projects, focusing on storm water. Provide engineering support to development review process, including support during hearings, pre-application conferences, and planning commission meetings. Provide comments for staff reports addressing applicable codes and federal, state, and local regulations. Work with the Community and Economic Development Department on approvals.  Review finished elements and oversee issues with file closure. Drive a City vehicle in a safe and appropriate manner to visit construction sites and travel between worksites.   
  • Prepare engineering designs, specifications, costs and quantity estimates of public work projects; obtain required easements or permits for streets, water, sewer, and storm water systems for construction.  Prepare request for proposals and bids; review contract bids and proposals; assist in the coordination and review of consultant design work.
  • Interpret and apply federal, state and local regulations and codes including, but not limited to, the Clean Water Act and Safe Drinking Water, specifically the National Pollutant Discharge Elimination System permits, and Underground Injection Control regulations.
  • Act as a project engineer; research applicable codes, regulations and requirements for assigned project; develop engineering plans and compile preliminary layout of plans; write specifications for plans; coordinate required advertising for bids; advise contractor(s) and construction inspectors during actual construction.
  • Review and check adequacy and accuracy of computations, preliminary layout and design work from the field and survey data.
  • Track progress on assigned projects to ensure compliance with designated time and cost schedules for project completion including site visitations, inspections, and evaluations.
  • Investigate erosion and water-related complaints and referrals to determine causes and make recommendations for correction and prevention.
  • Ensure city contracts under construction by private contractors for public works projects are built in accordance with plans and specifications.
  • Oversee automated computer design and mapping projects performed by personnel to assure accuracy and compliance with laws, design criteria, and plan specifications.
  • Respond to public or other inquires relative to engineering policies and procedures on specific projects, system problem areas, and other divisional information.
  • Attend planning commission meetings, city council and other public meetings as directed by management staff.  Participate in the initial planning of projects to be proposed and make recommendations to assist the Public Works Director and other managers in establishing schedules and budgets.
  • Conduct comprehensive studies for system master planning of future expansions, develop proposals relative to projected construction of various public works projects. Identify and plan required Capital Improvement Projects for system expansion.

Qualifications

Experience and Education

  • Four (4) years of related experience in increasingly responsible professional civil engineering.
  • Equivalent to a Bachelor’s Degree from an accredited college or university with major course work in civil engineering or a related field.
  • Equivalent combinations of education and experience may be considered.

Computer Skills

  • Knowledge of Geographic Information Systems and AutoCAD
  • Intermediate skills in Microsoft Word, Excel, Outlook, PowerPoint

Required Licenses and/or Certifications

  • Possession of a Certification of Registration as a professional engineer in the State of Washington (or ability to obtain reciprocity within one year).

Knowledge

  • Principles and practices of street, water, wastewater, storm water and sewer design.
  • Principles and practices of pavement management and design.
  • Terminology, methods, practices, and techniques used in technical civil engineering report and project estimate preparation.
  • Principles of mathematics as applied to engineering work.
  • Recent developments, current literature, and sources of information regarding civil engineering report and project estimate preparation.
  • Principles and practices of project and construction management.
  • Pertinent federal, state and local laws and regulations that pertain to civil engineering practices.
  • Modern office procedures, methods and computer equipment
  • Use of personal computers and basic software

Abilities

  • Compile rough technical data and prepare statistical and narrative reports from field studies.
  • Develop, review and modify civil or structural engineering plans, designs, and specifications.
  • Exercise professional engineering judgment to achieve results consistent with objectives.
  • Use personal computer and appropriate computer software programs.
