Responsibilities

JOB DESCRIPTION – GIS COORDINATOR

GENERAL STATEMENT OF DUTIES: Under general supervision, responsible for the skilled technical, analytical and supervisory duties involved in the development, implementation and coordination of the City’s Geographic Information System (GIS) and Computer-Aided Drafting Services.

SUPERVISION RECEIVED: Works under the supervision of the Public Works and Community Development Director or his/her designee.

SUPERVISION EXERCISED: Supervision of other employees is not a responsibility of an employee in this classification; may coordinate training with staff or assignment of work to interns or volunteer staff.

TYPICAL EXAMPLES OF WORK: An employee in this classification may perform any of the following duties. However, these examples do not include all the specific tasks which an employee may be expected to perform.

1. Administer and manage the operation of the Geographic Information System (GIS) and Computer-Aided Drafting services within the City, including software installation and maintenance; hardware acquisition; standards compliance; geodatabase administration; and related system analysis and programming.

2. Develop and maintain all spatial and tabular data utilized within the City enterprise GIS; including all operational data sets, geodatabases, metadata and, aerial/satellite imagery.

3. Utilize all aspects and functions of GIS and AutoCAD software including: ArcGIS and AutoCAD Map 3D in the creation, manipulation, and conversion of data.

4. Support all City departments and divisions with geographic data processing, analysis, and custom map production.

5. Perform Global Positioning System (GPS) data collection and processing for integration into City’s GIS.

6. Develop applications using programming and scripting tools such as Python, VB, VBA, C#, .NET, and SQL; ability to learn additional languages necessary to facilitate the automation of GIS functions.

7. Provide technical support to all City departments to meet hardware, software, peripherals, and other information technology needs; receive, install, and test GIS and AutoCAD applications; perform system level and software programming as required.

8. Coordinate with external agencies requiring data and/or digital map information; collect, translate, format, and distribute data; prepare and integrate data received from such sources for utilization within City GIS and Computer-Aided Drafting systems.

9. Install, configure, and maintain GIS and CAD application software on City network and workstations; trouble shoot network and operating system level issues related to Public Works and Community Development Department; perform system level and application programming as required.

10. Research developing technologies and make recommendations regarding applicability to the City’s GIS needs; interpret and provide technical information on GIS integration and functionality.

11. Remain current on job specific knowledge by attending training courses and professional organizational meetings, and reading job-related professional journals/publications.

12. Develop and provide GIS standards, training, and guidance for GIS users within the City.

13. Maintain and update assigned sections of City website; assist other City departments with technical issues related to website design and maintenance.

14. Develop, maintain and administer custom web maps and web mapping applications within the City ArcGIS Online environment.

JOB DESCRIPTION – GIS SPECIALIST

GENERAL STATEMENT OF DUTIES:  Responsible for skilled technical duties related to the City’s Geographic Information System (GIS) and Computer-Aided Drafting services with primary focus on supervising data development, maintenance, analysis, and map production for all City departments and divisions.  Serve as the Subject Matter Expert for GIS and AutoCAD applications, hardware, and peripherals for the Public Works and Community Development Department.  Perform technical duties as they relate to the various aspects needed to support the City and its systems.

SUPERVISION RECEIVED:  Works under the supervision of Public Works and Community Development Director or his/her designee.

SUPERVISION EXERCISED:  Supervision of other employees is not a responsibility of an employee in this classification; may coordinate training or assignment of work to interns or volunteer staff.

2.    Develop and maintain all City operational data sets primarily related to Public Works and Community Development including but not limited to parcels, right-of-ways, streets, addresses, ownership, waste water and storm water infrastructure, land use, zoning, topography and aerial/satellite imagery.

3.    Utilize all aspects of ArcGIS and AutoCAD Map 3D applications in the creation, manipulation, and maintenance of all data associated with the City enterprise GIS.

4.    Assist all City departments and divisions with GIS analysis and map production needs including evaluation of data sources and development procedures and the preparation of custom maps.

5.    Perform complex analyses utilizing spatial and tabular data.

6.    Responsible for creating, collecting, compiling, updating, manipulating, and maintaining data for various GIS applications as well as maintaining the accuracy of database(s) and technical files and documentation.

7.    Perform Global Positioning System (GPS) data collection, processing and integration into City GIS using Trimble handheld collectors and desktop software.

8.    Merge county and other outside data sources into City GIS to update and reflect new ownership, parcels, and subdivisions.

9.    Coordinate with outside agencies who require digital map information; collect, translate, format, and distribute information from both GIS and engineering systems.

10.    Research developing technologies and make recommendations regarding applicability to the City’s GIS needs.  Research, interpret, and provide technical information on GIS data elements.

11.    Provide technical support to the Public Works and Community Development Department to meet hardware, software, peripherals and other electronic system needs; receive, set up, test and install GIS and AutoCAD applications; perform system level software programming as required.

12.    Trouble shoot system problems for Public Works and Community Development Department and GIS; maintain and update programs; assist users in solving application problems, repair hardware and software devices.

13.    Conduct periodic and ad hoc quality assurance reviews of GIS layers and databases.

14.    Procure, install, and maintain GIS and AutoCAD software on City computer workstations.

15.    Provide as needed assistance and training to staff in the utilizing GIS software.

Qualifications

JOB DESCRIPTION – GIS COORDINATOR

KNOWLEDGE, SKILL AND ABILITY: Extensive working knowledge in the administration of enterprise GIS and Computer-Aided Drafting systems. Proficiency in the use of GIS and CAD applications including: ArcGIS, ArcGIS Pro, ArcGIS Server, ArcGIS Online, AutoCAD Map3D, and relational database query applications including: MS SQL Server, Access, and Excel. Knowledge of programming and scripting tools utilized in application development. Experience in Global Positioning Systems (GPS) data collection, processing and integration utilizing handheld collectors and software. Knowledge of municipal operations as they pertain to engineering, planning, and operations divisions. Skilled in the interpretation of graphic representations of infrastructure and use of graphic materials such as blueprints, as-builts, site plans and legal descriptions in order to illustrate or clarify information. Ability to interpret and summarize complex written and oral information. Requires advanced math skills at least at the level of geometry and/or trigonometry. Ability to utilize modern office practices, procedures, and equipment required to perform office functions in an efficient manner. Establish and maintain effective working relationships with those contacted in the course of assignments including: employees, other agencies, and the general public.

EXPERIENCE AND TRAINING: At least five (5) years of professional experience that includes extensive Geographic Information System (GIS) and Computer-Aided Drafting working experience in a Municipal environment. Equivalent to at least an Associates or Bachelor’s Degree in Geographic Information Systems (GIS), Information Technology, Geology, Geography, Cartography, Civil Engineering and/or Computer Science, or any combination of experience, training, and education that provides the required knowledge, skills, and abilities to perform essential technical duties of job such as those listed above.

ESSENTIAL FUNCTIONS: An employee in this position must have the physical strength and agility to perform the job duties of this position; ability to operate, update, and maintain Geographic Information Systems and Computer Aided Mapping Systems; thorough knowledge of mathematics including geometry and trigonometry along with  their applications to engineering; knowledge of property mapping systems, and surveying principles, practices, and methods; ability to communicate effectively both orally and in writing. Must be able to develop and maintain positive cooperative team-oriented relationships with co-workers, supervisors, managers, and the general public.

JOB DESCRIPTION – GIS SPECIALIST

KNOWLEDGE, SKILL AND ABILITY:  Thorough knowledge of coordinate geometry, geography terms, vector maps, and the utilization and capacities of Geographical Information and Global Position Systems.  Have a thorough knowledge of municipal operations particularly engineering and operations divisions. Possess skills in research, data entry, photo and/or document scanning, and data layer construction.  Ability to read and understand engineering drawings, design plans, maps, and translating data sources into usable information.  Skilled in operating office equipment, relational databases, personal computers, and related software.  Ability to establish and maintain harmonious working relationships with other agencies, employees, and the general public.
