The Port of Seattle is seeking an Environmental Data Specialist to ensure environmental data is accessible and useful to our customers and clients. Environmental Data Acquisition:
Files electronic data, reports, bore/well logs, and communications on SharePoint collaboration site. Files hard copies as required by law or Port of Seattle standard operating procedures. Efficiently designs mechanisms and data flow that will format and load electronic data (spatial, field and analytical data) into the Environmental Management Information System (EMIS). Ensures data quality and remedy problems as needed. Enters bibliographic information and other metadata regarding reports, communications, regulatory publications, etc. into the EMIS database. Formats and submits project data to WA Ecology’s EIM database if required. Maintains and edits GIS databases and Vector and Raster GIS data.

Environmental Data Management:
Maintains and improves functionality of EMIS database, MS Access User Interface, SQL Server database, GIS and other data management tools currently in use. Coordinates and manages the interaction of other Port data systems to fulfill environmental data needs and reporting.
Ensures that EMIS conforms to POS standards and legal requirements.
Develops standard operating procedures related to data management.
Evaluates and acquires new software or hardware to support environmental information management. Procures and manages laboratory and consultant contracts needed to support SEP data acquisition and GIS objectives. Promotes data-driven decision making and furthers the Port’s environmental management objectives and business priorities.

Data Output and Analysis:
Ensures data is available and useful for customer/client needs using existing relational databases, queries, and GIS. Evaluates, manages and deploys technological tools to improve data accessibility and utility, including visual presentation tools, analytical models, and data sharing platforms for customers/clients. Expands Seaport Stormwater GIS to include EMIS and other environmental datasets.
Generates geospatial reports and presentations as requested by customers/clients. Coordinates with SEP Project Managers and others to support current and upcoming GIS and database data acquisition and management needs. Provides information extracts to support Freedom of Information Act requests for environmental data. Establishes sustainability goals related to data acquisition and management.
Establishes performance metrics related to data acquisition, data management and customer/client service functions.

KNOWLEDGE, SKILLS, ABILITIES, OTHER WORK CHARACTERISTICS:
Storing and retrieving information, communicating information among systems, and understanding the interaction between people and information systems. Data acquisition methods, sampling techniques, laboratory analytical methods, chain of custody and validation work flow. Excellent knowledge of Microsoft Word, Excel, Access, SharePoint, Office, Explorer and VBA/SQL programming SQL Server design and maintenance, relational databases, queries, data reports, data administration and trouble shooting. ArcGIS experience, including maintaining and editing Vector and Raster GIS data. Geodatabases, with knowledge in ArcSDE, Digital Elevation Model (DEM) and 3D Analyst experience a plus. Familiarity with federal, state and local regulatory programs a major plus, including Resource Conservation & Recovery Act (RCRA), Comprehensive Environmental Response, Compensation & Liability Act (CERCLA), Model Toxics Control Act (MTCA), Clean Water Act (CWA), National Pollutant Discharge Elimination System (NPDES) , and Dredge Material Management Program (DMMP). Soil, sediment and water quality sampling methods and protocols a plus.

Strong planning, coordination, communication and task management skills. Ability to direct and manage work of laboratory and consultant contractors. Communicate complex technical matters to technical and non-technical audiences. Customer/client service focus. Accommodate changing work priorities and schedules while meeting deadlines. Foster strong professional working relationships and think strategically about leveraging data assets to improve return on investment in environmental programs and information management.

MINIMUM REQUIREMENTS: A combination of education and experience equivalent to: Bachelor of Science (BS) in Environmental Science, Chemistry, Biology, Geography, Geology, Environmental Engineering, Information Science, Computer Science, or related field. One (1) year of GIS certification program or experience. Two (2) years of experience serving customers/clients in data acquisition and management, including relational database administration and associated technologies.

PREFERRED QUALIFICATIONS: MS/MA Degree and/or a minimum of five (5) years of focused experience in areas listed in minimum requirements.
Geographic Information Systems (GIS) programming/modeling.
