PURPOSE:
The role is responsible for advocacy for port policy and business interests with local and regional governmental agencies, elected officials and key stakeholders.  The position manages policy and program-level relations with local governments, tribal, and local government organizations.  The Manager collaborates with leaders in External Relations, the Port’s business divisions and with port commissioners to identify goals and develop strategies that include media, community outreach and partnerships in support of the goals contained in the Port of Seattle’s Century Agenda and strategic business plan for the Northwest Seaport Alliance.

ESSENTIAL FUNCTIONS:
This list is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and duties performed.  Essential duties and responsibilities may include, but are not limited to, the following:

Using a deep understanding of Port priorities as well as local government expertise to advance the Port’s Century Agenda objectives through direct engagement and in support of Executive/Port Commissioner engagement with the City of Seattle, King County, suburban jurisdictions in north and northeastern King County, tribal governments and governmental organizations (e.g. Puget Sound Regional Council). Build and maintain strong coalitions and relationships with issue advocacy organizations who have interests related to the Port’s activities. Work with the Executives in the development and implementation of strategies to implement the Port’s economic development projects and investments throughout King County, the development and implementation of strategies to advance maritime-related projects on the Seattle waterfront, and work closely with the Regional Transportation Policy Manager to represent the Port’s interests on key projects including the Heavy Haul Corridor, Alaskan Way waterfront enhancements and governmental land-use policies.

KNOWLEDGE, SKILLS & ABILITIES:
Must have a thorough understanding of, and experience with, local government (particularly the City of Seattle).  Knowledgeable of the wide range of contacts and relationships with key leaders in regional government, with interest advocacy organizations, and economic development-related organizations throughout King County.  Must have an understanding of and experience working on policy issues related to the Port’s business functions.

Demonstrated sound collaborative, solutions-oriented and negotiating skills in dealings with other local governments, the community and business partners. Must be proficient in staffing and advising senior port management in critical policy, political and financial issues. Must display honesty, reliability and responsiveness. Must possess good time management and organizational skills to balance multiple issues and priorities in a time-constrained environment.  Must be a team-player and demonstrate sound judgement in determining the timing and opportunities for port commissioners, the Port Executive Director and other key leaders to engage in public policy development. Excellent communications skills, both written and oral, are essential.

Must have the political acumen and ability to thoroughly analyze issues, anticipate the opportunities/challenges, and develop strategies for success. Must be able to relate in a positive manner to senior staff and policy managers to carry out priorities.  Ability to work directly with operational personnel to implement port programs by obtaining permits, funding and other entitlements.

QUALIFICATIONS:
Combination of education and experience demonstrating knowledge, skills and abilities equivalent to:

  • Bachelor’s degree in Business, Economics, Public Policy, or related field; and
  • Four (4) years of experience working in the government relations arena in a responsible interactive position.

PREFERRED QUALIFICATIONS:

  • Master’s degree in Business, Economics, Public Policy, Public Administration or related field; and/or
  • Five (5) or more years working at a senior level Government Relations position, managing several employees and a departmental budget. IND123

Work Environment

Will generally work in an office environment with regular, local travel to communities throughout the region.

Additional Details

Driver’s License Requirement: 
A valid Washington State Driver’s License, or the ability to obtain one, is required as this position will be required to drive a vehicle to perform the essential functions of this role.

Weekly Standard Hours:
Normal work schedule is Monday through Friday, 8:00 a.m. – 5:00 p.m. (40 hours per week). Evening and weekend work are common in this role.
