Provide fisheries habitat protection, restoration, and enhancement technical services to the Tribe with an emphasis on Endangered or depressed wild salmon populations. The candidate will be responsible for analyzing, writing, and preparing technical documents for a wide range of audiences and functions. The candidate will represent the Tribe on technical committees and forums for the protection of Treaty Resources as directed by supervisors.
Minimum Qualification:
1. Bachelor of Science in Fisheries or closely related biological or geological discipline with 4 years relevant work experience involving native Pacific Salmonid species and their habitat requirements.
2. Demonstrated knowledge in riverine fisheries biology or hydrology, with preferred experience in the Salish Sea Region.
3. Knowledge of current Northwest Washington wild salmonid stock management practices, with an understanding of tribal fishery management issues.
4. Working experience designing, implementing, and analyzing field data research projects.
5. Familiarity with ESA habitat consultation and permitting, assisted with permit preparation for Army Corp Permits, WA State’s HPA program, or local critical area ordinances. Must be familiar with both the NEPA and SEPA process.
6. Experience in preparing state, federal grants or contract applications to secure project funding.
7. Demonstrated ability to use Microsoft software (Excel, Access, Word and Power Point) and experience with GPS and GIS.
8. Ability to communicate clearly in written and oral form and demonstrated good public speaking skills. Experience preparing technical reports and presentations.
9. Preferred experience in operating small river boats and general mechanical equipment.
10. Must be able to bend, reach, kneel, twist and grab items while working in the field, and be able to lift 80 lbs.
11. Must be willing and able to work non-traditional schedules, including nights, weekends and holidays. Willingness to work in the field environments under a variety of climate conditions.
12. Must be able to follow directions and work independently in the field with little supervision.
13. Must be able to maintain confidentiality of information received orally or in document handling. Willing to sign a confidentiality/non-disclosure agreement. Must be respectful and sensitive to the values and culture of the Upper Skagit Indian Tribe.
14. Must possess valid Washington State driver’s license and be insurable.
15. Must be able to pass a pre-employment drug test and comply with the Drug Free Workplace Act, and pass a criminal background check.
