Description of Duties:

DUTIES:  The incumbant is a shared position between the Tongass N.F. Supervisor’s Office in Ketchikan and the Ketchikan Misty Fiords Ranger District (KMRD) to work directly under the Fish and Wildlife Staff at KMRD.  50% of this positon will involve program direction provided by the Supervisor Office’s Botany and Invasive species program manager.  The postion is located in the community of Ketchikan, AK.

The incumbant provides expertise and assistance in identifying Threatened, Endangered, Sensitive (TES) and invasive plant species and their habitats; conducts and directs inventories for sensitive, rare and invasive plants in timber sale and other non-timber project areas, including on the ground reconnaissance and record examination; supervises one or more technicians conducting field surveys; prepares reports, including Biological Evaluations (BE), invasive plant risk assessments (IPRA), resource reports and NEPA documents providing input and evaluating possible effects on vegetation and sensitive, rare and invasive plants as a result of planned activities; enters rare, sensitive and invasive plant data into the Natural Resource Information System (NRIS TESP and INVP), FACTS and WFRP as appropriate; and develops and conducts training programs and materials on sensitive, rare and invasive plant species for district personnel.

Inspects contracts for Forest and/or District rare/sensitive and/or invasive plant inventories, acting as a Contract Inspector (CI), as assigned. Provides project proposals for out-year budget formulations and yearly accomplishment reports for all program elements, ensuring the accomplishment databases of record are used according to established national schedules.  Directs Habitat Improvement Projects for TES and invasive plant species. Conducts TES and invasive species population monitoring as funded.

In addition, the incumbant serves as the Invasive species coordinator for the Ketchikan-Supervisor’s Office, which includes development and implementation of Forest priority prevention, treatment, restoration and partnership roles concerning species of concern.  The incumbant developments long-range (5-10 years) Forest Invasive Plant Management Plans and provides coordination, guidance, direction and consistency in

program implementaiton to all other Forest and District invasive species program specialists; also works with internal and external partners for development of specific invasive program priorities.  The incumbant serves as IDT member and/or leader for Forest and or District-level invasive plant treatment NEPA analysis.
