Reporting to the Director of the Department of Fish and Wildlife, you will have the opportunity to provide a coordinated approach to salmon recovery working with the WDFW Salmon Recovery Unit, which coordinates statewide salmon recovery implementation and policy for the Department and ensures successful implementation of WDFW’s salmon recovery responsibilities, including the agency’s portion of the State Agencie’s Action Plan, the Statewide Strategy to Recover Salmon, regional salmon recovery plans, and managing the Lead Entity program.
DUTIES:
The primary responsibilities include:
Lead or coordinate development of agency request legislation related to salmon recovery.
Represent agency on Salmon Recovery Funding Board. Participate in Salmon Recovery Funding Board process and interagency coordination committee.
o Represent WDFW before the Salmon Recovery Funding Board. Report to the Board on Lead Entity Advisory Group meetings and activities. Serve as the agency representative on interagency coordination committee to develop policies for integrating statewide watershed planning and salmon recovery programs.
Recommend courses of action for the Director, Assistant Director, Regional Directors, and agency staff regarding salmon recovery.
Form and lead groups of federal, tribal, state and local government representatives and other interested parties to seek consensus resolution of major salmon recovery issues.
Provide policy guidance, planning assistance, and technical support to statewide lead entity program and regional salmon recovery boards.
o Work in collaboration with the Lead Entity Advisory Group (LEAG) to WDFW on the development of policies, long-range objectives, and programs related to the statewide Lead Entity program. Attend all LEAG meetings as WDFW representative and provides agency perspective and positions. Engage the WDFW Watshed Stewardship program to provide technical support for salmon recovery planning statewide.
Administer salmon grant programs.
o Initate, negotiate, and administer contracts with Lead Entity organizations and Regional Salmon Recovery Groups statewide. Coordinate development and delivery of contract products with partner state and federal agencies. Work closely with contract and budget offices within the agency for timely delivery of services to local partners in salmon recovery. Prepare reports to the Legislature and stakeholders on the progress and effectiveness of the Lead Entity program. Ensure grant project agreements between the State of Washington and project sponsors are administered and managed in a manner that protects the integrity of the public investment and applicable fund sources. Integrate the policy concepts adopted in strategic and comprehensive planning documents with the operational requirements of grant program adminstration.
QUALIFICATIONS:
REQUIRED QUALIFICATIONS
Bachelor’s degree in Business Administration, Public Administration, Natural Resources, or related field AND at least five (5) years of progressively responsible management experience. OR
A Master’s degree in Business Administration, Public Administration, Natural Resources, or related field AND at least four (4) years of progressively responsible management experience..
DESIRABLE QUALIFICATIONS The successful candidate will have knowledge and experience in the following areas:
Management principles, including strategic planning, budgetary development and administration, contracting, supervision and evaluation procedures, policy development protocol, advanced writing and speaking skills.
Local salmon habitat recovery laws and programs, including the state’s Salmon Recovery Act and the statewide strategy for salmon recovery.
Legal requirements for recovery of salmon under the Endangered Species Act and associated planning elements.
The Salmon Recovery Funding Board process.
The Lead Entity Program and Lead Entity Adivsory Group.
Planning process administered by the NW Power Planning Council per the Columbia Basin Fish and Wildlife Program.
