Fish & Wildlife Biologist 3

Two project positions – Two years duration

Anticipated assignment dates: 5/16/12 through 5/15/14

The Capital and Asset Management Program’s mission is to serve Fish and Wildlife’s programs by delivering technical and professional services that create and maintain assets under the department’s care.
Performance of the job duties and responsibilities result in assisting the customer programs in their efforts to accomplish Department goals.  This is accomplished by managing the permitting of construction projects funded by the capital budget and other funding sources, supporting WDFW activities statewide; and preparing all documents necessary to obtain needed permits to support WDFW construction activities statewide, including biological evaluations and assessments, and wetland delineations prepared by other in-house biologist, architect/engineering firms, and/or personal services contractors.

 
DUTIES:
1.  Contact federal, state, and local regulatory agencies to determine permitting requirements; communicate project needs to regulators; communicate regulator requirements to project managers.

2.  Suggests changes to the project to minimize effects on habitat; suggests mitigation options for the project to the project manager; keeps the project manager up-to-date on the permitting schedule; suggests project changes to the project manager to improve the permitting process.

3.  Performs research to identify project impacts to animals and habitat; contacts technical experts to determine project impacts; determines need for and performs project site visits statewide; performs wetland delineations and prepares reports; writes needed reports to support the permitting process.

4.  Keeps a permitting log of activities for each project; maintains an accurate and organized project-permitting file.

5.Schedules meetings with regulatory agencies and represents the department in a positive way; serves as advocate for the project.

6.  Determines which permits are appropriate for a project; estimates staff time required and schedules for project permitting activities; estimates permit fee requirements.

Working Conditions:

Work is performed primarily in an office environment; occasionally visits project sites; requires walking on uneven terrain in inclement weather; work schedule is Monday through Friday, 8-5 with occasional evening and weekend work; may require occasional overnight travel.

 
QUALIFICATIONS:
Required:

Bachelor’s degree in fisheries, wildlife management, natural resource science, or environmental science, or closely related field AND

Three years of professional experience in fish management or fish research, wildlife management or wildlife research, or habitat management or habitat research.

Equivalent combinations of education and experience may be evaluated for comparability.

Knowledge, Skills and Abilities:

Knowledge of environmental regulations; stream hydraulics; land management and development; soil conservation; game laws; laboratory and chemical tests used for bioassays; principles of harvest management and natural production; lake and stream management; principles and procedures of wildlife, fish and habitat management and biological research; methods of biological data collection, interpretation and presentation; statistical and research theory and techniques; experimental design; population measurement techniques; silvaculture.

Ability to define research problems and determine extent and type of information needed; initiate plan and design independent experimental research; implement results of research findings; develop new techniques and programs in resource management; analyze environmental information to apply solutions, guidelines, and policy to field problems; develop methods of data collection and interpret data; speak and write effectively.

Licenses, certificates, etc.:

Valid driver’s license.
