The Department of Fish and Wildlife is recruiting to fill a fulltime permanent position located in the Director’s Office, Technical and Financial Management Program. The duty station is the Natural Resources Building (NRB) located in Olympia, Thurston County.
JOB SUMMARY:
This position serves as the assistant to the Technology and Financial Management Program Assistant Director in administrative matters, policy and planning. Performs higher level administrative duties that may normally be performed by the Assistant Director, such as developing, conducting, monitoring, and managing administrative processes, activities, and budgets to support program and agency goals and objectives. Independently supports management and program staff in administrative operations. Serves as program lead for strategic planning and performance measurement. Performs and manages projects on the Assistant Director’s behalf.
DUTIES:
Program Performance and Planning:
 Working closely with the Assistant Director, Serves as the program lead for coordinating and overseeing the quality and timeliness of the program strategic plan. Helps develop associated performance measures and performance targets, and annual customer satisfaction surveys to inform program needs assessment. Analyzes performance data and helps develop strategic responses.
 Under direction of the Assistant Director, manage discrete projects, which may include coordination, research and analysis, facilitation, report writing, and presentations.
 Oversees the program’s web presence, and ensures it stays current and relevant.
Program Management:
 Represents the Assistant Director and communicates on his behalf. Represents Business Services on the Facilities Coordination Committees; performs as the Administrative Policy Committee Chair. Exercises delegated signature authority as needed.
 Provides coordination support for legislative and budget development activities. Serves as program lead for assigning and overseeing the quality and timeliness of program bill analyses.
 Develops and implements improved administrative processes; supervises program OA3 position to support unit and program work.
 Manages the printing services for Business Services.
 As Business Services Facilities Coordinator, coordinates space management for administrative office areas and responds to facilities related requests for the NRB.
 Serves as training coordinator for Technology and Financial Management.
 Facilitates the development and implementation of a leadership development program.
Administrative Support:
 Provides administrative assistance to the Technology and Financial Management Assistant Director (AD), Division Managers, and staff. Prepares executive correspondences, and organizes and edits documents and presentation materials for Executive Management, OFM, and the Legislature.
 Supervises the program Office Assistant, including assigning and evaluating work.
 Supports the office assistant in scheduling calendars, processing HR documents, and supporting hiring activities. Lead for all confidential HR support.
WORKING CONDITIONS:
Working environment is a busy office setting. Varying degrees of activity occur in the common areas during working hours; most tasks will involve sitting at a desk and working on a computer. Incumbent must be able to work amid distraction.
This position normally works 8:00 am-5:00 pm, Monday-Friday, but may be required to work occasional weekends and evenings, depending on workload. Some overtime may be required on short notice during budget development and Legislative Session.
QUALIFICATIONS:
Required Qualifications:
 Bachelor’s Degree.
 Strongly developed organizational skills.
 Knowledge of government organization and administrative procedures; office methods and procedures, research and data collections.
 Knowledge of strategic planning processes and performance measurement.
 Excellent editing and written communications skills.
 Research and analytical skills.
 Proficient in Microsoft Suite (special emphasis on Outlook, Word, Excel, and PowerPoint).
Desired Qualifications:
 Master’s degree in business administration, public administration, law, public health, health administration, or a related field.
 Experience with LegTrack and OFM Fiscal Note System.
 Supervisory experience.
 Knowledge of Washington State Correspondence Guidelines.
 Knowledge of WDFW policies and procedures.
 Knowledge of State budget and legislative processes.
 Skill in organizational development.
 Skill in process improvement skills, such as Lean.
