Real Estate Services Section Manager (WMS3) (Permanent)

The Department of Fish and Wildlife is recruiting to fill one full time, permanent, Real Estate Services Section Manager (WMS3) position located in the Wildlife Program. The position is located at 600 Capital Way
North, Olympia, Thurston County.

The Real Estate Services Manager reports to the Lands Division Manager in the Wildlife Program. This position establishes, leads and implements policy for the acquisition, disposal and real property management of the Department of Fish and Wildlife’s statewide real property assets including Wildlife Areas, Water Access Sites, Hatcheries and Facilities. This position provides the critical link between agency objectives (species and habitat conservation, public recreation) and realized outcomes where real property interests are a component of the outcome.

The Real Estate Services Manager has statewide real property business management responsibility in support of all WDFW programs. This position is responsible for development and implementation of effective real property management strategies for the agency’s 1,000,000 acres of owned and controlled lands that achieve fish and wildlife resource management goals and assure protection and enhancement of the state’s real property asset value.

This position directly supervises eight professional staff and is responsible for leading the section of 15 staff in the successful development and implementation of a $2.2 million annual operating budget and a $20+ million annual capital acquisition budget. This position is responsible for protection and enhancement of the estimated $1 billion real property assets owned by the department and managed for the benefit of fish and wildlife resources and wildlife related recreation for present and future citizens of the State of Washington.

DUTIES:

Plans, leads, organize, and controls the work performed by the Real Estate Services section. Assures appropriate and optimum use of the departments resources and enhances the effectiveness of employees through timely appraisal and professional development opportunities. Supports effective communications throughout the organization. Maintain the highest standards of personal/professional and ethical conduct and support the State’s goals for a diverse workforce.

Develops and implements effective real property management strategies for the agency’s 1,000,000 acres owned and controlled lands that achieve fish and wildlife resource management goals and assure protection-and enhancement of the state’s-real property-asset-value.
Coordinates real property strategies, policies and actions with other WDFW programs, user groups, legislators and federal, state and local officials, and the Fish and Wildlife Commission.
Plans and manages development of, and implementation of the $2.2 million annual operating budget $20+ million annual capital acquisition budget.
Develops and recommends strategic and tactical actions for approval and implementation by the Director and/or the Fish and Wildlife Commission. Develops agency policy and priorities for short and long-term, real property ownership. Routinely makes presentations to the Fish and Wildlife Commission and may testify at legislative public hearings.

QUALIFICATIONS:

Required Education, Experience, and Competencies.

Bachelor’s degree involving major study in business or public administration, real estate, economics, accounting, natural resource management, or related field and at least five years of experience in real property negotiations, public property management, real estate law, or selling, leasing or buying real estate and at least 5 years of experience in supervising and leading a work unit in real property appraising, property negotiations, public property management or selling, leasing or buying real estate.

Preferred/Desired Education, Experience, and Competencies.

Master’s in Business Administration (MBA) or related field and 10 year of experience in leading a professional work unit in real property appraising, property negotiations, public property management or selling, leasing or buying real estate.
