The Washington Department of Fish and Wildlife (WDFW) is dedicated to protecting native fish and wildlife, and providing sustainable fishing, hunting and wildlife viewing opportunities for millions of residents and visitors. This recruitment is to fill one (1) full-time permanent position located within the Director’s Office, Lean Transformation Office (LTO), located at the Washington State Natural Resources
Building in Olympia, Thurston County, Washington.
JOB SUMMARY
The Lean Consultant is responsible for advancing the agency’s Lean culture transformation through leadership of learning and development strategies, through expert guidance and facilitation of organizational improvements, and through coaching and consulting to agency leaders, divisions and teams.
The Lean Consultant reports to the Lean Performance Manager (LPM).
DUTIES:
Assist the LPM to develop a culture of continuous improvement within the Department.
 Assist the LPM to develop a strategy to develop a culture of continuous improvement within the Department.
 Facilitate improvement projects, leading teams to:
a. Provide analysis to identify existing problems/opportunities.
b. Set the goal(s) for the project.
c. Identify the root cause(s) for existing problems/opportunities.
d. Present multiple countermeasures and provide a recommendation.
e. Propose an implementation plan for the selected countermeasure.
f. Monitor and report progress of the developed plan.
g. Use process measures (time, quality, cost, etc.) to identify improvements.
h. Continuously use the preceding steps to look for other improvement opportunities.
 Develop and provide continuous improvement training.
a. Develop training curriculum.
b. Create training materials, to include papers, presentations, and other training aids.
c. Provide training instruction.
Assist the LPM to continuously improve Department strategic planning.
 Assist the LPM to develop a strategy to accomplish this duty.
 Facilitate discussions/workshops with executive and senior leaders to develop strategic goals, objectives, and measures.
 Regularly collect, analyze, and present strategic performance measures to, and develop recommendations for executive and senior leaders.
Assist the LPM to meet WDFW and State performance analysis and reporting requirements.
 Assist the Department to analyze and report performance (as required) to the:
a. WDFW Commission
b. Governor’s office
c. Other State agencies
 Assist in managing the LTO budget:
a. Develop budget proposals and cost estimates.
b. Monitor and report expenditures.
c. Ensure payment of all LTO invoices.
 Administer Department-level employee surveys.
WORKING CONDITIONS
Working environment is a busy office setting. Varying degrees of activity occur in the common areas during working hours; most tasks will involve sitting at a desk and working on a computer. Incumbent must be able to work amid distraction.
This position normally works 8:00 am-5:00 pm, Monday-Friday, but may be required to occasionally work in excess of 40 hours per week or on weekends to meet deadlines during peak periods.
QUALIFICATIONS:
Required Qualifications:
 A Bachelor’s degree.
 Three (3) years of experience leading/facilitating teams in using Lean methods to improve customer satisfaction, solve problems, improve processes, and develop plans.
 Three (3) years of experience developing training curriculum and providing training instruction for front-line employees, middle-managers, and executive managers.
 Proficient using the Microsoft Office suite of software programs.
Preferred/Desired Qualifications:
 Leading/facilitating the development of organization-wide strategic plans and using performance measures to assess the progress of those plans.
 Experience identifying/facilitating the identification of waste (as defined by Lean).
 Experience using/facilitating the “A3” problem solving methodology.
 Experience using/facilitating process mapping/“Value Stream Mapping”.
 Experience using/facilitating Ken Miller’s improvement methods.
 Lean certification.
