A successful candidate in this position will possess and apply knowledge of NEPA and related requirements, skills and experience in interpreting and applying those requirements to actual programs and projects, and knowledge and ability to collect and analyze NEPA process information and present it to the DOE NEPA community and the public.

 

As an Environmental Protection Specialist, you will:

Participate in public hearings related to NEPA/environmental matters.

Coordinate NEPA compliance efforts with other environmental review requirements in accordance with the Council on Environmental Quality’s NEPA regulations.

Review emerging Departmental projects that are complex from a technical, scientific, or public policy standpoint and of national importance, or of a Departmental policy nature, to identify DOE actions requiring EISs or other environmental documentation under NEPA.

Assist in the development of the Department’s NEPA compliance policies, training, and guidance.

QUALIFICATIONS REQUIRED:

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

GS-12:

Experience that involves interpreting and applying the NEPA requirements to a broad range of programs.

Experience providing assistance and guidance on NEPA and related environmental matters.

Experience preparing or reviewing NEPA documents

GS-13:

Experience that involves interpreting and applying the NEPA requirements to a broad range of programs.

Experience providing assistance and guidance on NEPA and related environmental matters.

Experience assisting with development of environmental compliance policies and preparing or reviewing NEPA documents.

GS-14:

Experience that involves interpreting and applying the NEPA requirements to a broad range of programs.

Experience providing assistance and guidance on NEPA and related environmental matters.

Experience developing compliance policies.

Experience preparing or reviewing NEPA documents and coordinating NEPA with other environmental review requirements.

Knowledge of NEPA requirements and legal precedents and related Federal environmental laws and requirements.

Knowledge of a variety of scientific/engineering/environmental disciplines relevant to environmental impact analyses.

Knowledge of NEPA compliance procedures, policy and guidance.

Skill in using standard office software.

Skill in communicating (orally and in writing) NEPA environmental requirements and policies.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualifications and eligibility requirements by the closing date of this announcement.

You must provide documentation supporting your education claims. Education must be obtained from an accredited institution recognized by the U.S. Department of Education.

Education can only be substituted for experience at the GS-11 level. For the GS-11, to qualify based on education only, applicants must have:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
