ENERGY AND SUSTAINABILITY MANAGER

California State University, Los Angeles, invites applications for the above Administrator II position. This integrated position of Energy and Sustainability Manager is to combine the currently vacant position of an Energy Manager at Cal State L.A. with a new requirement for campus sustainability. As these two issues are critically tied together in CSU processes, Cal State L.A.’s current need indicates that a single qualified candidate would meet the requirements for this integrated position.

The University: 
California State University, Los Angeles, under the leadership of newly appointed President, William A. Covino, is one of 23 campuses of the California State University system. Founded in 1947, the University is in the city of Los Angeles, adjacent to the San Gabriel Valley, and has more than 22,000 students who reflect the rich ethnic diversity of the area.

The Position:
 Under the general direction of the Associate Vice President for Facilities, Planning, Design and Construction, the incumbent regulates and monitors energy use of the campus by examining current use of energy; sets goals for future energy use; implements new energy savings measures; maintains energy production and distribution apparatuses; coordinates with Facilities Services as the campus entity responsible for campus energy needs. The incumbent will work to manage and execute sustainability goals across facilities at Cal State L.A. and help to establish the campus with the embodiment of sustainability and represents Cal State L.A. for all energy conservation and utility concerns.

Duties include:
 monitoring and documentation of the campus energy, its use and budget and coordinates with the Los Angeles Department of Water and Power, as Cal State L.A.’s electrical utility provider; monitors and analyzes all utility (gas and electrical) consumption and bills and forecasts for budget input; manages with the Los Angeles Department of Water and Power on all utility issues particularly with respect to electrical financial opportunities offered by the utility company through rebates and/or incentives; works with staff to implement all measures that assist Cal State L.A. to be highly effective in energy use, production and monitoring; identifies, prioritizes and resolves technical system failures and weaknesses with long term goal of extending asset life, increasing assets functionality and reducing asset operating and maintenance costs; identifies opportunities to reduce long-term maintenance costs and utility consumption; identifies energy electric, gas, steam, chilled water, domestic water and sewer water (sanitary) problems; develops and implements alternative solutions/energy conservation projects; prepares cost avoidance, cost payback and technical reports related to energy management; initiates and supervises engineering consulting studies and acts as technical advisor on projects managed by others and manages projects that are wholly or primarily energy/utility related work; and is the primary campus individual working with the campus energy management system: Johnson Controls, Inc. and therefore directs contractor and vendor installation of energy management programs and procedures. Develops, implements and manages campus sustainability related issues in areas of energy and buildings, environmental quality, organics, transportation, dining, waste and recycling, and water. Partners across campus departments to develop sustainability goals and initiatives.

Required Qualifications and Experience: 
A Bachelor’s degree in Engineering, Environmental Design or a related field from an accredited college or university along with experience in energy in an institutional setting such as facilities management and operations. Work experience and/or academic course work in construction management, sustainability, energy or resource management is also required. Technical knowledge of sustainable practices in the areas of energy, water, or operation. Excellent written and oral communications skills. Ability to effectively present to a variety of internal and external groups of varying size. Demonstrated ability to work in a multicultural/multiethnic environment. Fingerprinting will be taken and checked by the California Department of Justice and FBI.

Desired Qualifications
: A Master’s degree from an accredited college or university in a related field. Professional certification or accreditation is desirable such as Certified Energy Manager (CEM), Certified Business Energy Professional (CBEP), Professional Engineer (PE) or LEED Accredited Professional (AP).

Appointment: The Administrator II appointment will be made under the guidelines for management and supervisory employees of the California State University. All rights and benefits associated with this appointment are governed by the Management Personnel Plan.
