Contracts Specialist 2
The Contracts and Purchasing Unit in Ecology’s Fiscal Office in Lacey, WA is looking for a Contracts Specialist 2. The Contracts and Purchasing Unit is located within the Fiscal Office of the Financial Services Division. Financial Services provides centralized financial support and management in accounting, budget, contracts, purchasing, and inventory, so the agency can meet its environmental goals and strategic priorities.
The Contracts and Purchasing Unit is responsible for: Procurement of supplies and services, administration of the agency contract, grant and loan processes; providing guidance and direction, maintaining and ensuring compliance, supporting the use of contract and purchase practices, maintaining the integrity of data and assisting in agency efforts to achieve supplier diversity and environmental preferable purchasing goals.
Primarily this position:
- Performs journey-level professional contract administration with responsibility in the negotiation, reviewing, and preparation of contracts, interagency agreements, grants, memos of understanding, and other contract instruments used to provide or obtain services or goods for the agency.
- Consults program staff to clarify contracting needs and determine the type of contract, agreement, amendment, memo of understanding, or contract instrument that best meets the business needs.
- Responds to contract and procurement questions, provides guidance and consultation to program staff statewide, especially for complex and specialized goods and services.
- Reviews and approves contract documents for equipment, goods, services, public works, including architects and engineers, public works, and other contracts as assigned.
- Reviews contracts, loans, and grant agreements for accuracy, completeness, and legality; suggesting changes as needed.
- Reviews and ensures contract documents are written in accordance with agency policies and procedures, Department of Enterprise Services (DES) policies and rules, federal and state laws and regulations; confirms federally funded contracts, grants, and loans contain the correct federal language; and provisions for socioeconomic programs such as MWBE, small businesses, and sustainability are included as appropriate.
- Assists program staff with their procurement needs, manages assigned procurements, and provides procurement guidance and consultation to program staff statewide.
- Works with program staff to clarify procurement needs and determine appropriate course of action and procurement methodology, including but not limited to competitive bids, Department of Enterprise Services’ master contracts, emergencies, sole source acquisitions, or direct negotiations.
- Manages and conducts procurements involving unique services and/or technical commodities purchasing, such as computer software related purchases, research and lab equipment, consultant services, environmental testing services, etc.
- Consults program staff on procurement planning, development of specifications/statement of work, special terms and conditions, solicitation process, and awarding process.
- Originates or assists program staff with the preparation of bid documents, including developing bid requirements, special terms and conditions, scoring and evaluation criteria, and award strategy.
This position is will close on December 19th with an initial screening on December 10, 2014. Required Qualifications
Bachelor’s degree involving major study in public administration, business administration, business law, commerce, economics, mathematics, statistics or closely allied field,
AND
Two years of experience in public procurements and contracts, including initiating, negotiating, awarding, administering, terminating, cost or price analysis, and managing bids and contracts for compliance.
OR
A two-year Associate of Arts degree involving major study in public administration, business administration, business law, commerce, economics, mathematics, statistics, or closely allied field,
AND
Four years of experience in procurement, including full range of bidding and contract administration for goods and services, preparing and conducting procurements, negotiation, and contract compliance. At least two of the four years of experience must include public procurements and contracts.
Additional qualifying experience may be substituted, year for year, for the education.
