Regional Biosolids Coordinator – ES4 ( In- Training)

 

 

 

The mission of the Waste 2 Resources (W2R) Program is to transition to a society where waste is viewed as inefficient, and where most wastes and toxic substances have been eliminated.

The program’s Northwest Regional Office in Bellevue, WA is currently looking for a Regional Biosolids Coordinator (Environmental Specialist 4). To broaden the candidate pool, we will consider candidates that qualify at the Environmental Specialist 3 level. Please read the qualifications section below for more information.

This position serves as the section expert for the statewide biosolids program and provides leadership and direction for program implementation.

Duties include:

  • Performs independent review of biosolids and solid waste permit applications, approves or denies permits, and writes and issues permits in accordance with accepted scientific principals, state laws, regulations, and guidance.
  • Works in coordination with Ecology’s Water Quality Program, other regional offices, local health departments, sewage treatment plants, consultants, elected officials, agriculture producers, and others to develop, implement, and maintain an effective residuals and biosolids management program for the state of Washington.
  • Independently plans, directs, and oversees the biosolids management program in the Northwest Region. Conducts field visits to biosolids facilities, provides technical assistance, inspects facilities, prepares inspection reports, and issues enforcement actions, as necessary.
  • Performs independent review of biosolids applications, writes permits and makes recommendations to management for approval or appeal in accordance with state laws, regulations and guidance.
  • Provides technical assistance to local health departments, acts as a liaison, and provides technical advice and expertise to public and private organizations concerned with the management of biosolids and organic residuals.

Qualifications:

Required Qualifications

Environmental Specialist 4 Level: 55 – $3819 – $5010

A Bachelor’s degree involving major study in soil science, range management, agronomy, physics, chemistry, or biology and five years of professional-level experience in environmental analysis or control, which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.

OR

A Master’s degree in one of the above fields and three years of professional – level experience as required above which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.

OR

 

A Ph.D. in one of the above fields and two years of professional-level experience as required above which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.

Environmental Specialist 3 Level: 49 – $3293 – $4322

A Bachelor’s degree involving major study in soil science, range management, agronomy, physics, chemistry, or biology and two years of professional-level experience in environmental analysis or control, which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.

OR

A Master’s degree in one of the above fields and one year of professional – level experience as required above which includes one year equal to an Environmental Specialist 3 or above or two years equal to an Environmental Specialist 2 or above.

Additional qualifying experience will substitute year for year for education.
