The Nuclear Waste Program’s (NWP) mission is to lead the effective and efficient cleanup of the U.S. Department of Energy’s Hanford Site, ensure sound management of mixed hazardous wastes in Washington, and protect the state’s air, water, and land at and adjacent to the Hanford site.

The program’s Cleanup Section in Richland, WA is looking to fill an Environmental Specialist 3 position.

Reporting to the Cleanup Section Manager, this position serves as a staff environmental specialist for the Cleanup Section of the Nuclear Waste Program in the Richland Office.
Duties include but are not limited to:

  • Perform technical reviews of 100 Area and 200 Area remedial actions to ensure environmental restoration project activities are designed, closed or remediated, and monitored in a way that is protective of human health and the environment. Documents can include engineering studies and evaluations; chemical hazards, compatibility, and potential interaction; risk and system performance assessments; ecological impacts; cultural impacts; and groundwater and vadose zone impacts including geochemistry, fate and transport.
  • Evaluate data to determine technical compliance with RCRA, CERCLA, MTCA, and TPA requirements and other relevant laws and regulations.
  • Conduct field oversight of USDOE and USDOE contractor actions to ensure activities are in compliance with permit and/or approved cleanup documents. Actions include those taken under both CERCLA cleanup decisions and the state Dangerous Waste Permit. Responsible for submitting/entering RCRA-related data on field visits for assigned facilities in the EPA RCRA database.
  • Develop and administer the Hanford Dangerous Waste Permit unit requirements for the inactive TSDs in the 100 and 200 Areas of the Hanford site and review Dangerous and Mixed Waste permit applications and closure plans for facilities overseen by the NWP.
  • Represent the NWP at meetings with the USDOE, its contractors and/or consultants, external interest groups and technical oversight groups.
Qualifications:

Required Qualifications

A Bachelor’s degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND two years of professional level experience in environmental analysis, control or environmental planning.

OR

A Master’s degree in one of the above fields will substitute for one year of the required experience.

OR

A Ph.D. in one of the above fields.

Knowledge of: principles, practices and methods of environmental or resource management and environmental pollution prevention and pollution control; methods and techniques of field sampling, testing, data gathering, basic research and field investigations; applicable state, federal and local environmental regulations and policies; technical report writing methods; characteristics and health effects of pollutants.

Ability to: use sound, independent judgment in making decisions on environmental problems and completing assigned tasks; understand and interpret plans, maps and equipment specifications; prepare clear and concise written reports and make oral presentations; analyze and prepare plans and reports; understand and communicate complex environmental regulations and statutes; communicate effectively with agency staff, other agencies, industry and the general public.
