The mission of the Spill Prevention, Preparedness, and Response program is to protect Washington’s environment, public health, and safety through a comprehensive spill prevention, preparedness and response program. The Statewide Resources Section supports the Agency and Program missions in maintaining 24/7 response capability, aggressive response to oil and hazardous substance spills through service delivery of legislative and policy support , program and strategic planning, data and IT management, performance reporting, statewide training, investigation, enforcement, outreach and education, file management and time accounting activities.
The Statewide Resources Section is looking for a Legislative/Strategic Policy Analyst (Environmental Planner 5) in Lacey, WA. This position is a planning consultant to the Spills Program Manager and is responsible for providing expert advice on complex policy issues as it relates to marine spill prevention, preparedness, and response legislation, regulatory development, legal and policy analysis. This position is critical in providing advice to the Program Management Team, Agency Senior Management, Legislature, federal and tribal governments, environmental organizations and other stakeholders. This position is also the Liaison to the Puget Sound Partnership Oil Spill Workgroup.
Legislative/Strategic Policy Analyst (Environmental Planner 5) key work activities include the following areas:
Program Legislative Policy:
- Works with the Spills Program Manager and Program Management Team, to develop new state and federal legislative initiatives.
- Actions include developing the concept, drafting the language, working with the program communication manager to develop the communication strategy, identifying key stakeholders, and working with program staff to ensure their input on bill and fiscal analyses; and ensuring good coordination with legislators and staff, congressional staff, Governor’s senior policy staff, senior agency management, and stakeholders representing diverse maritime interests as well as those representing environmental interests.
Strategic Planning:
- Responsible for the development and process of the Spills Program Strategic Plan as delegated by the Spills Program Manager.
- Researches, formulates, analyzes, and recommends policy and strategic planning positions to the Program Manager on issues relating to safe marine transportation, marine oil spill prevention, oil spill preparedness and response to ensure environmental protection of the waters of the state and their natural, economic and cultural resources.
- Identifying, developing and tracking strategic issues.
- Works with the program’s managers to develop and look for strategic opportunities to help implement and track the progress of the plan.
Tribal Liaison:
- Represents the Program in maintaining communication and coordination with tribal governments.
External Communication:
- Represents the Program in intra-agency cross-program coordination.
- Coordinates agency actions and initiatives with the U.S. Coast Guard and other federal agencies; Canadian federal, provincial, and industry officials; tribal and local governments; state agencies; and industry organizations and special interest groups.
Special Projects:
- Leads and coordinates special projects related to program priorities.
