The Department of Ecology is looking for an experienced policy strategist, effective manager and environmental professional to join our Air Quality program management team as the Policy and Planning Section Manager. The Air Quality program management team members are strategic thinkers. We influence state and federal clean air law and major policies by developing plans and interagency agreements on air quality issues with state and national significance. The Policy and Planning Section Manager leads the development of Air Quality program plans and strategies to respond to high-profile, technically complex environmental issues. We work in a fast paced, politically-sensitive environment while balancing competing public demands. This high-energy position serves as a collaborative and integrated member of the Air Quality management team. The successful candidate reports directly to our Air Quality Program Manager, located at our headquarters in Lacey, Washington. The successful candidate will manage a biennial budget of approximately $5 million and is accountable for supporting, managing, and coordinating the section’s professional and technical staff. The position manages a section of 16 environmental specialists, environmental engineers and environmental planners including a unit supervisor (WMS Band 1) who is responsible for the direct supervision of the environmental planners. Required Qualifications: A bachelor’s degree in physical or natural science, engineering, planning, public policy, environmental law, environmental studies, or other related field. And Five years of environmental project management, regulatory or planning experience. A minimum of 18 months supervisory experience managing policy and technical staff. Knowledge of advanced principles of management, budget planning, strategic planning, and personnel administration. Experience deciphering multiple local, state, and federal laws and regulations regarding environmental management and administrative procedures requirements. Master’s Degree or higher in public administration or policy, law, or related field. And Two years of air quality related policy, project management, supervisory, regulatory development or planning experience. Three years experience supervising technical staff in a complex political environment.
