The Spill Prevention, Preparedness, and Response program (SPPR) program within the Department of Ecology is looking to fill a Lead Drill Coordinator-Facility and Vessel (Marine Transportation Safety Specialist 3) position. This position is located in our Northwest Regional Office in Bellevue, Washington.

This leadership role gives you the opportunity to directly impact environmental outcomes by focusing on preparedness for oil spills to Washington waters and land, as well as effective and aggressive responses to oil and hazardous substance spills whenever they occur. The position also ensures that all program activities and interactions with internal and external stakeholders comply with agency and program expectations for professionalism and cooperation.

We are looking for applicants to have strong leadership skills and abilities, excellent communication skills, good organization skills, and have experience in oil spill response, incident command systems and drills.

Some of the key work activities include:

• Senior expert in the planning, observation of and managing the state’s participation in oil spill drills for regulated vessels, facilities, response contractors and drills internal to the program.
• Designs and implements unannounced drills.
• Develops criteria or regulations used to evaluate drills, as well as response equipment and personnel capability.
• Maintains the northwest regional drill calendar.
• Conducts ICS, Area Plan and other related training for industry, Ecology, federal, state, local government, tribes and contractors.

A Bachelor’s of Science degree involving major study in marine transportation, emergency management, environmental science or planning, physical science or closely related field AND four additional years of spill response or maritime experience.

OR

Master’s of Art or Science degree in marine transportation, emergency management, environmental science or planning, physical science or closely related field ANDtwo additional years of work in spill response or maritime experience.

OR

Three years of experience as a Marine Transportation Safety Specialist 2 (MTSS2) working in planning, participating or evaluating oil spill drills, provided that a bachelor’s degree or higher as described above is attained.

And

Demonstrate extensive knowledge and expertise on oil spill contingency plan content, review and approval and in the Incident Command System for managing oil spills.

Working knowledge of the Northwest Area Contingency Plan. Experience in developing, maintaining or implementing preparedness plans.
Special Requirements/Conditions of Employment

The position normally works in a relatively sedentary open office environment, working with computers and other office equipment for long periods of time. However, this position may also require spill response in field work which could involve several hours of standing, walking, or squatting each day.

This position is part of the Spills Program Incident Management Team (IMT) and Crisis Management Team and is required to:

• Complete Incident Command System (ICS) training at the level of 100, 200, 700 and 800.
• Maintain HAZWOPER certification annually and continual training as required by the Program as they come available to maintain IMT position qualifications.
• Be able to obtain the Transportation Worker Identification Credential (TWIC) card which entails a detailed background check.
• Hold and maintain eligibility and certification to permit travel to and from Canada, including passport or Enhanced Driver’s License.
• Hold and maintain a valid Washington driver’s license and be able to operate a motor vehicle.
