General Responsibilities:
The City of Mercer Island’s GIS Analyst for water and sewer utilities position performs a variety of intermediate to complex duties
in support of the City’s water and sanitary sewer utilities and works closely with the City’s City Engineer, Assistant City Engineer,
Utilities Engineer, Utilities Operations Manager, and utility field crews to support both daily operations as well as capital
improvements. Responsibilities include data maintenance, creating cartographic displays, and conducting research and analysis
with GIS and other City data and records systems. This position serves as a central interface between multiple departments
responsible for various components of City utility systems and associated processes. In addition the utilities GIS Analyst
supports activities including training and assisting City staff, researching new GIS technologies, and improving business
processes. This position reports to and supports the GIS Coordinator in delivering GIS products and services.
Essential Job Functions
Maintain water and sanitary sewer data layers and associated metadata from daily utility operational activities as well as
larger scale updates from capital improvement projects or field collection projects.
Track and fulfill daily operational GIS products and/or services for water and sanitary sewer utility operations.
Review data requirements to develop and maintain appropriate data sets specific to water and sewer for analysis
Participate in and support key staff through the utility capital improvement process, including but not limited to GIS and
City data or records research, data analysis, consultant support, and other internal meetings or processes.
Assist City Engineer, Assistant City Engineer, Utilities Engineer, Utilities Operations Manager, Fire Marshall, other City
staff and City consultants on water and sewer modeling and fire flow analysis projects which includes preparing all GIS
related data prior to model development and incorporating modeling results into the City’s GIS for Engineer review and
evaluation.
Assist City Engineer, Assistant City Engineer, Utilities Engineer, Utilities Operations Manager, Fire Marshall, other City
staff and City consultants in water and sewer system plan development
Actively promote, coordinate and serve as a technical lead for GIS projects focused on water and sanitary sewer. This
may include field data collection, WebGIS improvements, modeling, business system updates with a GIS component,
and other related projects.
Assist in quality assurance and control GIS related water and sewer processes, data, procedures, services, and product
delivery.
Assist in design, development, and support of desktop, mobile, and web based GIS applications.
Actively participate on internal GIS or utility committees including the GIS Think Tank and Water Focus Group.
Prepare, develop, maintain and create electronic files used for annual utility map book delivery.
Use GPS equipment in the field to gather/verify information to update GIS database.
Assist the GIS Coordinator in developing long and short term objectives in the delivery of all GIS products and services.
Perform daily GIS service and product delivery to internal and external clients.
Operates, maintains, troubleshoots and supports specialized GIS equipment such as large format printers, scanners
and GPS devices.
Ability to drive a City vehicle, possess a current and valid Washington State driver’s license and good driving record.
Must have regular and predictable work attendance to fulfill the essential functions of the job.
Perform other duties as assigned.
Minimum Qualification Requirements
Bachelor’s degree in GIS, Geography, Cartography, Urban Planning, Civil Engineering or related technical field. Any
equivalent combination of education, experience, and training that provides the required knowledge, skills and abilities
will be considered.
Three to five years of experience supporting a municipal GIS program with three years of continuous experience
supporting a water and/or sanitary sewer utility.
Ability to research and interpret codes, standards, complex engineering plans and documents, legal descriptions and
various governmental documents.
Excellent understanding of GIS concepts, terminology, databases, map creation and analysis.
Intermediate to advanced skills using ESRI 10.x software suite including but not limited to: ArcGIS for Desktop, ArcGIS
for Server, SDE, ArcPad, related extensions and ArcGIS Online.
Thorough knowledge of GIS analysis techniques, geographic data collection methods, cartography and geodatabase
design.
Experience with enterprise database platforms, in particular Microsoft SQL Server.
Experience with programming techniques, concepts, and development environments.
Experience with Python, Java, .Net, or other programming or scripting language.
Ability to evaluate spatial data integrity and quality.
Skill in training users on GIS products and services.
Analytical, problem-solving, and troubleshooting skills.
Proficient using Microsoft Office and Adobe Acrobat products.
Excellent customer service and the ability to work collaboratively with other employees.
Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical
language including making staff presentations.
Must be detail oriented, reliable, self-motivated, and a team player.
Must demonstrate creativity in problem solving and willingness to learn.
Must work effectively under minimal supervision.
Tools and Equipment Used
Various types of materials and equipment are used including: paper records, approved plans and specifications, surveys, site,
building, area maps and other agency documents and maps, photography equipment, large format printers, scanners and GPS
equipment.
Working Conditions and physical abilities
Work is primarily performed in an office setting. Hand-eye coordination and fine manipulation skills are necessary to operate
computers and various office machines. This position requires occasionally lifting up to 25 pounds. Occasional visits out in the
field are necessary. Must be able to walk, stand and maneuver in steep or uneven terrain in all kinds of weather conditions.
Other City Requirements
Ability to drive a City vehicle, possess a current and valid Washington State driver’s license and good driving record.
Evidence of a good driving record is a condition of employment and a complete driving abstract will be required.
Completion of a Nationwide and Washington State criminal history background check is required in order to determine
any past conviction history of crimes against persons, sexual assault or exploitation, and sexual or physical abuse and
must be able to pass a thorough background check as required by the Child/Adult Abuse Information Act.
Completion of an I-9 Form, documenting eligibility to work in the United States.
