The Spill Prevention, Preparedness, and Response program (SPPR) program within the Department of Ecology is looking to fill a Vessel and Oil Transfer Inspection Unit Supervisor (WMS Band 1) position. This position will be located in either our Northwest Regional Office (NWRO) in Bellevue, Washington or our Headquarters Building (HQ) in Lacey, WA.

This leadership role gives you the opportunity to directly impact environmental outcomes by focusing on prevention of oil spills to Washington waters and land, as well as effective and aggressive responses to oil and hazardous substance spills whenever they occur. The position also ensures that all program activities and interactions with internal and external stakeholders comply with agency and program expectations for professionalism and cooperation. The position includes the supervision and the conducting of complex field inspections of vessels to ensure safe vessel and facility operating practices and compliance with state regulations and Accepted Industry Standards.

The mission of the Spill Prevention, Preparedness, and Response (SPPR) program is to protect Washington’s environment, public health, and safety through a comprehensive spill prevention, preparedness and response program.

The Vessel and Oil Transfer Inspection Unit Supervisor (WMS Band 1) position is classified as Washington Management Service (WMS Band 1). To learn more about the state’s management classification system, please visit this link.

The objective of this position is to prevent oil and hazardous materials spills and promote marine transportation system safety in order to protect the environment and reduce threats to public health and safety.


Some of the key work activities for the Vessel and Oil Transfer Inspection Unit Supervisor (WMS Band 1) position include:

  • Plans, leads, organizes, and controls the work performed by the Prevention Section in the vessel and oil transfer inspection unit.
  • Serves as Supervisor of the Prevention Section’s vessel and oil transfer inspection unit and reports to the Prevention Section Manager.
  • This supervisor manages a unit of ten (10) employees, two of which are leads.
  • Supervises cargo, passenger, tank, fishing, towing vessels, and supports oil handling facility inspections to ensure compliance with state oil spill prevention and response laws and regulations.
  • Establishes inspection priorities, monitors inspection consistency, efficacy, and accuracy and supervises incident investigations.
  • Provides marine transportation system expertise for all Ecology programs. Acts as marine safety representative and liaison to the U.S. Coast Guard, other federal and state agencies, and local authorities.
  • Manages the Prevention Section vessel and oil transfer inspection unit in establishing internal policies and procedures, providing leadership, and monitoring day-to-day operations.
  • Evaluates and counsels staff, sets schedules, conducts staff meetings, and manages a budget of more than $2.0 million per biennium.
  • Works with Prevention Section Manager and SPPR Program staff to develop, revise, and implement field vessel inspection and incident investigation policies and procedures, including appropriate SPPR Program performance measures.
  • Provides information and assistance to the public and to the regulated community on oil transportation, oil transfers, and general marine safety, spill prevention, and response.
  • Participates on the Spill Program “Incident Management Team” (IMT) in positions designated on the IMT roster during drills and significant events. Trains and demonstrates competence through IMT tracking databases.
  • Will lead the development of a fishing vessel and towing vessel inspection programs that includes all commercial vessels engaged in these segments of the marine industry.
  • Will help the furtherance of the recommendations that came out of the 2014 WA Marine Rail Oil Transportation Study and follow on legislation impacting the prevention section and the SPPR program as a whole.

Required Qualifications:

A Bachelor’s degree involving major study in an environmental, physical, or natural science, engineering, naval architecture, planning, business administration, education, or closely allied field

 

AND

 

Four years of professional experience in marine transportation operations, oil transfer operations, or environmental management.

 

OR

 

A Master’s degree involving major study in an environmental, physical, or natural science, engineering, naval architecture, planning, business administration, education, or closely allied field

 

AND

 

Two years of professional experience in marine transportation operations, oil transfer operations, or environmental management.

 

OR

 

Three years of experience as a Marine Transportation Safety Specialist 2 (MTSS2) or above performing industry marine deck department or marine engineering operations management oversight activities, provided that at a minimum a Bachelor’s degree has been obtained. Complete documentation of your marine deck department or marine engineering department operations experience is required in the application.

 

AND

 

Demonstrate extensive knowledge and expertise in maritime transportation procedures, safety management practices, and oil transfer procedures; understanding of commercial fishing and towing vessel operations and systems and environmental compliance programs; international and federal maritime regulations and federal and state environmental regulations; design, construction and operation of vessels, team/small organization leadership, with emphasis on vessel deck department or engine department operations and management and oil transfers as cargo or fuel; and in regards to marine safety, marine inspection field of experience related to hull, drills, oil transfers, and deck or engine department activities.

 

Preferred/Desired Qualifications:

  • Strong management skills.
  • Two years supervisor experience.
  • Complex project management skills.
  • Graduate from the U.S. Naval Academy or comparable ascension program, U.S. Coast Guard Academy or comparable ascension program, graduate from the U.S. or a State Merchant Marine Academy.
  • Has a current or expired upper level U.S. Merchant Mariner (deck or engineer) license and/or Tankerman’s Merchant Mariner’s Document with service as a Person in Charge.
  • Working knowledge of state government policies and practices, workgroup direction and organization, communication skills, human resource management, and budget management.

 

Special Requirements / Conditions of Employment:

Be able to obtain the Transportation Worker Identification Credential (TWIC) card which entails a detailed background check and a U.S. Passport.

Valid Washington State Driver’s License or an enhanced Washington State Driver’s License.
