The Department of Fish and Wildlife is recruiting to fill one (1) full-time, permanent Chief of Surveying position located in the Capital and Asset Management Program. The duty station is located in Olympia, Thurston County, WA.
JOB SUMMARY
The Capital and Asset Management Program mission is to serve the Department by delivering
technical and professional engineering, construction and maintenance services to sustain facilities, infrastructure and ecosystems under the Department’s care. Performance of the job duties and responsibilities result in assisting the customer programs in their efforts to accomplish the Department’s goals.
The primary role of the Chief of Surveying is to direct Statewide land surveying activities for the Department which includes, but is not limited to the following: assuming responsible charge of the surveying of land for the establishment of corners, lines, boundaries, and monuments; the laying out and subdivision of land; the defining and locating of corners, lines, boundaries, and monuments of land after they have been established; the survey of land areas for the purpose of determining the topography; the preparing of maps and accurate records; maintenance of current and historical survey records; and the preparation of legal descriptions for acquisition and disposal of Department properties.
DUTIES:
 Supervise, schedule and coordinate statewide surveying activities for the Department utilizing in-house staff and managing surveying consultants.
 Review property descriptions; analyze title reports; identify and assess encroachment issues; perform survey related records research; prepare detailed exhibit maps.
 Prepare and certify official records of survey maps in compliance with applicable State and County requirements; prepare and certify legal descriptions; prepare topographic survey maps.
 Develop and monitor field survey practices and procedures to ensure that minimum standards for accuracy as prescribed in W.A.C. 332-130 are achieved.
 Analyze field data, including but not limited to, conventional survey measurements and global positioning system data.
 Maintain current and historical survey records for the Department and, as requested, provide survey records to the Department’s customers.
 Supervise and mentor technical and professional level staff in order to support an effective, motivated team.
WORKING CONDITIONS:
The working environment is a busy office setting. Varying degrees of activity occur in the common areas during working hours; most tasks will involve sitting at a desk and working on a computer. Incumbent must be able to work amid distraction.
This position works 8:00 am-5:00 pm, Monday-Friday, but may be required to work occasional weekends and evenings, depending on workload. Workweek is divided approximately 80% in the office and 20% in the field. While in the field, the successful candidate must be willing and able to work in all weather conditions, including extreme heat or show and sometimes over difficult terrain and surfaces.
UNION NOTICE:
This position is covered by a collective bargaining agreement between the State of Washington, Department of Fish and Wildlife and the Washington Federation of State Employees (WFSE), which contains a “union security” provision. This means that, as a condition of employment, you must either join the union and pay union dues, or pay the union a representational or other fee within 30 days of the date you are put into pay status.
QUALIFICATIONS:
Required Qualifications:
 Registration in the State of Washington as a Professional Land Surveyor.
 Two (2) years of experience in professional Government Land Office retracement and/or reestablishment land survey work of third order or better, at or above Land Surveyor 2 or equivalent (party chief) gained subsequent to the registration.
Knowledge of: land surveying and mapping principles, procedures and practices; statutes, court decisions and other law pertaining to locating and dividing land; professional standards of engineering and land surveying; arithmetic and mathematics through trigonometry; mapping, drafting and lettering.
Ability to: effectively train and supervise personnel; accomplish the highest order of land survey work; exercise sound independent judgment in solution of the most difficult land survey problems, with the lowest degree of tolerance; write and speak clearly, concisely, accurately and informatively; and travel frequently and for extended periods.
Preferred/Desired Qualifications:
 Proficiency in the use of various survey related computer software such as AutoCAD.
 Five (5) years of experience in professional Government Land Office retracement and/or reestablishment land survey work of third order or better, at or above Land Surveyor 2 or equivalent (party chief) gained subsequent to the registration.
