Organization Overview

The Puget Sound Partnership (PSP) is a small state agency that serves as the backbone organization for Puget Sound recovery. The PSP coordinates the efforts of citizens, governments, tribes, scientists, businesses and nonprofits to set priorities, implement a regional recovery plan, and ensure accountability for results.  Duties:
This position contributes to writing and updating the Action Agenda, one of the major responsibilities of the agency according to statute, and is responsible for implementing the scopes of work and implementation plans for biennial updates of the Action Agenda.

The incumbent will be expected to exercise strategic, independent judgment, and represent significant breadth and depth of expertise, directing or contributing to the implementation of policy initiatives including agenda amendments, establishment of interim milestones, and integration of work with local jurisdictions and groups contributing to Puget Sound recovery. The position actively represents the agency in external venues and functions to influence the work of our partners, expand constituencies, and elicit input on agency priorities, policies and programs. Responsibilities include:

  • Coordinating the adaptation of the Action Agenda and other significant planning responsibilities of the agency;
  • Budget administration and performance management of assigned project teams, programs and contractors;
  • Tracking and evaluating proposed amendments to the Action Agenda in collaboration with Performance Management;
  • Cataloging and evaluating changes and improvements to the Action Agenda identified by agency councils, boards, panels and other federal, state, tribal and local partners;
  • Working with a diverse range of stakeholders to garner regional participation, ensuring effective implementation and advance targeted outcomes;
  • Developing and informing agency policies on a range of internal and external issues – including regional strategies, resource allocation, tactical programs, and agency positions; and,
  • Maintaining a communication conduit with respective staff, partners and stakeholders.


Work Environment:

Work is performed in a standard office setting utilizing standard office equipment. Typical work hours are Monday through Friday 40 hours a week, requests for a flex schedule will be considered. Occasional travel, both local and out of state, will be required.

 Qualifications:

The most successful applicants will possess the following:

  • A Bachelor’s degree in environmental management, natural resources, public policy, planning, public administration or related field and at least three years of related professional experience with progressive levels of responsibility (public sector experience is preferred);


AND

  • At least two years of interdisciplinary program or complex project management;
  • At least two years of direct experience in relevant specialty area;
  • A work history demonstrating progressive levels of responsibility;
  • Substantive knowledge of the issues in which the Puget Sound Partnership is involved;
  • Personal credibility and established professional networks.


The most successful applicants may possess some or all of the following:

  • A Master’s degree in environmental management, natural resources, public policy, planning, public administration or related field;
  • Experience in a complex, public sector work environment, including science-policy decision making;
  • Program administration including, budget, and grant/contract management, performance management and accountability;
  • Strategic planning and implementation;
  • Natural resource and environmental planning, and implementation;
  • Policy development, analysis, and implementation;
  • Excellent communication skills- oral, written and public speaking;
  • Skill and experience with analysis and problem-solving of major issues using creative, strategic and innovative thinking;
  • Collaboration and alignment with wide a range of public and private partners, stakeholders, professional networks and boards;
  • Excellent interpersonal skills with a variety of audiences;
  • Able to work in a political environment with sensitivity to controversial issues; demonstrated commitment to public transparency and accountability.
