Environmental Planner 4
(Project)
The Washington Department of Fish and Wildlife is recruiting for a project, part- time, Environmental Planner 4,
to work in the Restoration Division within the Habitat Program stationed in the Natural Resource Building close
to the State Capitol in Olympia, WA. The duration of employment is 7 months, funded through March 31, 2016.
This position is a part-time Project position, acting as the Puget Sound Marine and Nearshore Grant Program
Manager. The Grant Program manager is the agency’s lead to develop and manage the grant program
resulting from agency’s agreement with EPA to serve as the Lead Organization for Puget Sound marine and
nearshore protection and restoration. This is a fast-paced program, and the acting Grant Program Manager
will exercise a unique combination of skills: critical and long-term thinking to develop investment strategies, as
well as exceptional organization and communication to develop grant program materials and contracts.
DUTIES:
Principal activities and objectives of this position include:
Working collaboratively with Grant Program staff and partners to implement the six-year work plan.
Developing the investment strategies in the FFY15 work plan into projects.
Developing Statements of Work and executing grant agreements and contracts.

Managing grants and contracts for the priority actions and projects that are chosen for funding; and,
Assisting with the administrative details of managing the Grant Program, including invoicing, contracting, reporting to
EPA, and meeting planning.
QUALIFICATIONS:
Bachelor’s or Master’s degree with major emphasis in land use, urban, regional, environmental, or
natural resource planning, landscape architecture, geography, environmental law, public administration
with an environmental emphasis, or closely related field.
Three years of professional experience in land use, urban, regional, environmental, or natural resource
planning, or program development. An additional three years of relevant professional experience may
substitute for the degree.
Knowledge of natural resource laws, policies, and programs and how these affect and/or enable fish,
wildlife, and habitat conservation in Washington State, and the ability to interpret and apply them in
order to achieve expected results.
Knowledge of the Puget Sound Action Agenda and Puget Sound recovery goals.
Ability to develop contracts and grants and oversee them so as to assure they are successful.
Demonstrated ability to develop and maintain collaborative working relationships.
Demonstrated ability to communicate effectively with a variety of audiences in writing & spoken word.
Preferred applicants will have demonstrated experience in the following areas:
A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural
resource planning, landscape architecture, geography, land use or environmental law, public
administration with an environmental emphasis, or closely related field AND three years of professional
experience in land use, urban, regional, environmental, or natural resource planning, and/or program
development.
Experience planning and managing a large grant program.
Demonstrated ability to interpret and apply department and state policies in order to recommend courses
of action that address issues; balance the analysis, wisdom, experience and perspective of self and
others; and lead major program activities and team members to expected results.
Demonstrated ability to build partnerships and consensus, facilitate cooperative activities with diverse
individuals and organizations, and negotiate agreements as a representative of an organization.
Competencies — the best qualified applicants will have training and experience that demonstrate abilities in the
following areas:
Working knowledge of Puget Sound marine and nearshore ecosystems and the environmental, social
and other factors that affect their management;
Working knowledge of natural resources planning principles, techniques, current trends, environmental
laws, policies and programs concerning all phases of state resource development;
Working knowledge of contracting rules and procedures, as well as budget management and
deliverables-based contract management
Working knowledge of Puget Sound recovery and the Action Agenda to recover Puget Sound by 2020;
Demonstrated ability to facilitate others and create a cooperative and productive environment in which to
resolve problems or develop and implement plans;
Demonstrated ability to communicate effectively through spoken and written language that is appropriate
to both the complexity of the topic and the knowledge and understanding of the audience;
Demonstrated ability to logically integrate various ideas, intentions, and information to form effective
goals, objectives, timelines, action plans, and solutions, and then manage projects and programs toward
these desired outcomes.
Proven track-record developing programs through collaboration with multiple public agencies.
Proven capacity to juggle multiple priorities, meet deadlines and thrive in a fast-paced environment, with
minimal support staff.
Excellent written and verbal communication skills.
SUPPLEMENTAL INFORMATION:
Working Conditions
The typical work duties will be mostly indoors in a busy office environment. Standard business hours are
Monday through Friday from 8:00 am to 5:00 pm. Most tasks will involve sitting at a desk and working on a
computer. The department will consider a flexible work schedule at incumbent’s request; however, this will be

the subject of the supervisor’s approval and must meet business need of the program and the division. Travel
throughout the Puget Sound region is required, with occasional evening meetings or overnight stays. Some
travel may be required to meet with regional staff, attend training, or conduct other business.

This position is covered by a collective bargaining agreement between the State of Washington, Department of
Fish & Wildlife, and the Washington Association of Fish and Wildlife Professionals (WAFWP). As a condition
