Environmental Specialist 1 (ES1):
The ES1 is the entry-level class in the Environmental Specialist series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents learn inspection/complaint response procedures, industrial processes, and enforcement regulations. Incumbents are given increasingly more difficult work as they gain experience and are expected to perform the full range of inspection duties. This classification is alternatively staffed with ES2 and incumbents may advance to the higher level after gaining experience, and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Minimum Required Qualifications
• Bachelor’s degree in civil, chemical, mechanical, or closely related engineering and/or natural or physical sciences or Bachelor’s degree in Law Enforcement Studies, Justice Studies, Environmental Studies, or natural or physical science and two (2) years of civil, administrative, or criminal investigations experience. Experience as an Air Quality Inspector may substitute for the minimum requirements on a year for year basis.

Preferred Qualifications
• 1 year of progressively responsible work experience demonstrating the knowledge, skills, and abilities of the position

Environmental Specialist 2 (ES2):
The ES2 is the journey level class in the Environmental Specialist series in which incumbents are expected to independently perform the full scope of inspection duties. Incumbents are responsible for periodic special investigations. This class is distinguished from the next higher classification of ES3 in that the latter performs duties that require specialized knowledge and/or the ability perform special assignments not required of a journey level inspector.

Minimum Required Qualifications
• Bachelor’s degree in civil, chemical, mechanical, or closely related engineering and/or natural or physical science OR bachelor’s degree in Law Enforcement Studies, Justice Studies, Environmental Studies, or natural or physical science and two (2) years of civil, administrative, or criminal investigations experience. Experience as an Air Quality Inspector may substitute for the minimum requirements on a year for year basis.
• At least two years of responsible regulatory and/or industry experience

Preferred Qualifications
• 4 years of progressively responsible work experience demonstrating the knowledge, skills, and abilities of the position

Environmental Specialist 3 (ES3):
The ES3 is an advanced level class in the Environmental Specialist series in which incumbents are expected to independently perform the full scope of inspection duties and assume leadership roles. Incumbents are responsible for special investigations. It requires specialized knowledge and/or the ability perform special assignments.

Minimum Required Qualifications
• Bachelor’s degree in civil, chemical, mechanical, or closely related engineering and/or natural or physical sciences
• At least four years of responsible regulatory and/or industry experience

Preferred Qualifications
• 5 year of progressively responsible work experience demonstrating the knowledge, skills, and abilities of the position

Duties and Responsibilities
1. INDUSTRY
o Inspects facilities and operations for compliance with county, state, and federal regulations and more complex areas of air quality.
o Recommends and assists in measuring quantitatively and qualitatively the emissions of pollution from various sources.
o Issues warnings or notices of violations for infractions of environmental regulations.
o Prepares investigative reports of alleged violations and prepares case files for court presentations.
o Explains environmental regulations to industrial representatives and the general public.
2. COMPLAINT RESPONSE
o Investigates public and private complaints associated with any sources of air pollution, including open burning, home wood heating, and dust.
o Issues warnings or notices of violations for infractions of environmental regulations.
o Prepares investigative reports of alleged violations and prepares case files for court presentations.
o Explains environmental regulations to industrial representatives and the general public.

3. ASBESTOS
o Inspects facilities and operations for compliance with county, state, and federal regulations and more complex areas of air quality.
o Issues warnings or notices of violations for infractions of environmental regulations.
o Prepares investigative reports of alleged violations and prepares case files for court presentations.
o Explains environmental regulations to industrial representatives and the general public.
4. OTHER
o Assists in the training of assigned staff.
o Maintains records of inspections and enforcement activities.
o May lead, coordinate, and schedule the activities of an assigned investigative team.

Compensation
• Placement within the range will be based upon the selected candidate’s experience and qualifications.
• ES1 $3,701 – $4,944 per month
• ES2 $4,419 – $5,929 per month
• ES3 $4,834 – $6,499 per month

Required Skills and Knowledge
– Knowledge of a variety of industrial processes, and appropriate air pollution control technologies
– Knowledge of principles and practices of engineering as they apply to industrial processes and control systems
– Knowledge of designs of a variety of air contaminant control systems
– Conflict resolution/mediation skills

Required Abilities
Ability to establish and maintain an effective working relationship with colleagues, community, and permit holders. Ability to navigate tense situations with conflict resolution tactics. Ability to interpret and apply laws, procedures, and regulations pertinent to the source of air contaminants being reviewed and pollution being emitted. Ability to gather, assemble, consolidate and analyze facts, and draw logical conclusions. Ability to determine sufficiency, reliability, and relevance of the data collected. Ability to conduct investigations and gather evidence and provide testimony in contested cases. Ability to clearly explain applicable rules and regulations to the public, and affected sources. Maintain a high degree of professionalism when dealing with enforcement and compliance. Ability to drive to field locations. Physical ability to perform the essential job functions.

Working Conditions
Position requires sitting, prolonged standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and driving in the performance of daily duties. The position requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry, and push tools, equipment, and supplies weighing 30 lbs. is also required. Additionally, the incumbent occasionally works outdoors in all weather conditions, including wet, hot, and cold with exposure to smoke, dust, fumes, diesel, gas and other vapors. Incumbents may be required to wear protective clothing and breathing equipment while working around asbestos or other toxins. The nature of the work also requires the incumbent to climb ladders, drive motorized vehicles, and work after-hours as required and perform on-call duties.

Purpose of Position
Act as a field contact for the agency. The principal area of responsibility is to continually work with regulated industries and the general public to resolve air contaminant emission issues.
Essential Job Functions:
– Inspect facilities and their equipment
– Review source operational procedures and periodic reports
– Provide technical assistance to the regulated sources in interpretation of the rules and regulations as they apply to source requirements
– Determine compliance status
– Consult with management and operations staff regarding specific air pollution control issues at plant sites and in residential areas
– Respond to air quality complaints and issues including, but are not limited to: backyard burning, home wood heating, odors, dust, visible smoke, prescribed burning, and more
– Enforce air quality rules, cite offenders, and testify at hearings as needed
– Perform other related duties as assigned
