POSITION: Government Affairs Manager

 

SALARY RANGE: $77,280 to $88,501 per year

DESCRIPTION

Under the direction of the Chief Communications and Public Affairs Officer, coordinate and implement District policies on external and internal governmental matters; manage contract lobbyists;  represent the Park Board on local, regional, state and national committees; serve as lead negotiator for the District on many intergovernmental contracts/issues, such as but not limited to agreements with the City of Tacoma, Pierce County and Tacoma Public Schools, as directed; and participate in the recommendation of strategic priorities for the District.

Essential Duties:

– Advises senior staff on developing legislative strategies that accomplish the District’s strategic goals.

– In coordination with the Public Affairs Officer, establishes and maintains effective working relationships with state and federal delegations and their staffs, and uses these relationships to lead or support regional problem-solving efforts regarding issues affecting multiple jurisdictions.

– Secures appropriations and legislation that leverages resources for the District’s operations, capital assets and policy interests.

– Manages the District’s relationships and assignments with contract lobbyists.

– Monitors progress of the District’s agenda by tracking the local, state and national legislative processes and performing legislative bill analysis.

– Collaborates with the Public Affairs Officer to cultivate connections with leaders of local partner organizations, such as the Tacoma City Council, Tacoma Public Schools, nonprofit agencies.

– Provides guidance and leadership to District staff, local leaders and community groups to form alliances, foster common objectives and develop solutions that support District objectives.

– Prepares and briefs the Board on intergovernmental issues; prepares reports for Board meetings, and provides updates and legislative information as needed.

– Organizes District activities with the Joint Municipal Action Committee (JMAC).

– Hosts or participates in various strategic committees and community and business meetings, and serves as a District representative to regional and state forums, such as, but not limited to legislative events and political forums to encourage awareness of District needs and advancement of community relations.

– Monitors and disseminates information on local, state and federal grant funding opportunities to District staff and recommends related activities.  Serves as a political liaison for grant application processing for the District.

– Maintains intergovernmental relationships with other cities and park districts; develops alliances with other parks and recreational agencies to advance the mutual objectives of the Washington Recreation and Parks Association and the National Recreation and Parks Association’s political agendas, and works to align District interests with other agencies.

– Lead or participate in special projects as assigned.

– Perform related duties as assigned.

 

QUALIFICATIONS

– Bachelor’s degree required, preferably in business, public or policy administration, political science or a related area.  Master’s degree desired.

– Five or more years of progressively responsible related experience in the public sector.

 

License and Other Requirements:

– Valid Washington driver’s license.

– Obtain a valid First Aid and CPR card within the probationary period.
