The Administrative Services Division (ASD) program within the Department of Ecology is looking to fill a Public Disclosure Search Specialist (Management Analyst 3) position. This position is located in our Headquarters office in Lacey, WA.
The Public Disclosure Search Specialist serves as a centralized resource to facilitate enterprise wide compliance with the Public Records Act (PRA) and litigation discovery. This position has delegated primary authority to lead, manage and administer Ecology’s implementation of electronically stored information (ESI) search applications (e.g. Discovery Accelerator, Outlook Search, Windows Explorer, SharePoint Search). This position evaluates, coordinates, and recommends search tools and methods to meet Ecology’s specific record production needs. Participates with Information Technology Services Office (ITSO) technical staff and program staff to identify and implement best search tool configurations. This position works with program and regional staff to formulate and implement optimal search methods to mitigate legal risk and improve compliance efficiency.

 Duties:

Some of the key work activities of the Public Disclosure Search Specialist include:
Enterprise Search: Working under general direction and exercising independent judgment.
  • Consulting with program staff and public disclosure coordinators to formulate and implement optimal ESI searches to mitigate legal risk and improve search efficiency.
  • Assigning ESI recovered by Discovery Accelerator or other search tools for review by the appropriate program or regional office.
  • Developing and implementing training curriculum for agency-designated users responsible for the deployment of Discovery Accelerator and other ESI search applications within their respective organizational units.
  • Managing and monitoring the use of ESI search applications by agency staff to ensure compliance with agency policies and legal requirements.
  • Developing best practices, standards and user assistance guides.
  • Reviewing and recommending available tools to assist with records identification and production.
Enterprise Public Records Disclosure: Working under general direction and exercising independent judgment.
  • Providing professional and technical advice to management regarding complex public disclosure issues that impact all agency programs.
  • Consulting with and provides expertise and guidance to agency staff on PRA compliance.
  • Assisting with intake, assignment, and tracking of PRA requests received at the central point of contact for Ecology based on expert knowledge of Ecology record keeping systems and practices.
  • Leading response and designing appropriate workflow for complex or agency wide requests.
 Qualifications:
Required Qualifications:
Bachelor’s Degree in business administration, public administration, education, or related field ANDtwo years of experience administering state and federal laws related to public records and managing public records requests for a governmental agency.
OR
An Associate’s Degree in business administration, public administration, education, or related fieldAND four years of experience administering state and federal laws related to public records and managing public records requests for a governmental agency.
OR
A high school diploma AND six years of experience administering state and federal laws related to public records and managing public records requests for a governmental agency.

Desired Qualifications:

Two years dedicated experience working with electronic records search and retrieval. Experience includes searching for electronic files in various digital media such as email, file servers, and portable storage. Experience includes a demonstrated working knowledge of the legal requirements relating to litigation discovery and public records disclosure.
