The Toxics Cleanup Program (TCP) is currently looking to fill a MTCA Implementation Policy Analyst (Regulatory Analyst 3) position. This position will be located in our Headquarters Building in Lacey, WA.
The MTCA Implementation Policy Analyst position independently performs regulatory and policy analyses of technical implementation options associated with Model Toxics Control Act (MTCA). Cleanup sites are particularly challenging projects that involve a complex mixture of statutory authorities, regulations, and policy issues from a variety of different programs within Ecology as well as Federal authorities. The person in this position will need to be able to creatively craft workable approaches because there are frequently no broadly applicable rules or guidance on how to integrate cleanup requirements under MTCA with land use requirements and differing state and federal regulations such as water quality regulations, solid waste management requirements, sediment management standards and toxic substances materials handling.
We are looking for applicants who have excellent written and verbal communication skills, are organized and detail oriented and have experience applying MTCA to complete site cleanup.

Accidental spills of dangerous materials and past business practices have contaminated land and water throughout the state. The Toxics Cleanup Program (TCP) works to remedy these situations, which range from cleaning up contamination from leaking underground storage tanks, to large, complex projects requiring engineering solutions. Our mission is to get and keep contaminants out of the environment. Some of the key work activities of the MTCA Implementation Policy Analyst are: Senior technical advisor for development of the Project Manager’s Toolkit.
Program-wide Integrated Strategies for Policy, Guidance and Rule Development.
Site-Specific Integrated Strategies.
Serve as project manager and lead author for legislative-required program reports.

Required Qualifications: A Bachelor’s degree involving major study in economics, accounting, business or public administration, finance, social sciences, engineering, law or related field
AND
Four years of professional research or analysis experience with an institution engaged primarily in regulatory matters;
OR
Three years doing regulatory analysis for Washington state government, one year of which must have been as a Regulatory Analyst 2 level or equivalent.
An advanced degree in one of the fields listed above will substitute for one year of the desired experience.
Desired Qualifications:
