The Water Resources (WR) program is looking to fill a Regional Section Manager (WMS Band 2) position. This position is based out of our Central Regional Office (CRO) in Union Gap, WA.

 

The position reports to the Water Resources Program Manager, supervises two unit supervisors and has 25 staff positions. The position has final authority over the issuance or denial of water right applications and change applications and water resources enforcement orders and penalties. Decisions affect the access to water for individuals, businesses, local governments, other state agencies, and the federal government. The position provides a variety of water resource consultative services to stakeholders in the region.

 

Decisions may set precedent for dealing with policy issues statewide. This position is one of four positions with similar duties in four different regions of the state. The position is a member of the Water Resources Program Leadership Team and the Regional Management Team.

Some of the key work activities of the Regional Section Manager position are:

  • Planning, leading, organizing, and controlling the work performed by the section.
  • Assuring appropriate and optimum use of the organization’s resources and enhance the effectiveness of employees through timely appraisal and professional development opportunities.
  • Supporting effective communications throughout the organization.
  • Maintaining the highest standards of personal/professional and ethical conduct and support the state’s goals for a diverse workforce.
  • Implementing, enforcing, and ensuring compliance with laws, rules, policies, and developing procedures to protect and manage the ground and surface waters of the Central Region in the best public interest.
  • Balancing competing needs/demands, protecting the public interest, and maximizing benefits to citizens of the state in every water right permit decision.
  • Developing and maintaining key relationships internally and externally.
  • Working effectively in a stressful environment, managing workload to meet requirements or deadlines.
  • Maintaining professional demeanor, being calm, respectful and composed in stressful situations.
  • Functioning independently while making appropriate decisions when necessary based on available information.
  • Developing plans and schedules for unit and staff to carry out work of varying complexity.
  • Facilitating meetings and assist with building consensus among a range of interests.
  • Mentoring, supervising and evaluating performance of unit staff.
Required Qualifications:

A Bachelor’s or advanced degree in environmental studies, engineering, natural resource management, law, public administration, or other closely aligned field.

AND

 

Three years of significant project leadership experience related to implementation of complex water resource issues. An advanced degree can substitute for 2 years of experience.

 

One year of supervisory experience.


Competencies:
Strong communication, meeting management, and consensus building skills, ability to work with complex issues in a dynamic environment, and leadership skills.

Desired Qualifications:

Advanced degree in engineering, environmental science, public administration, a law degree, or other closely aligned field. Two or more years of experience supervising a work unit. Knowledge of state water resources laws and issues.

Employee should show evidence of or have completed the following training programs and certifications within the first six months of employment:

  • Experience working with stakeholders, local governments, and tribes on policy and regulatory issues.
  • Ability to communicate complex regulations to elected officials and the public.
  • CPR certification.
  • Introductory Management Courses.
  • Sexual Harassment Awareness and Prevention.
  • Work Place Diversity.
