The Washington State Department of Transportation’s (WSDOT) Office of Strategic Assessment and Performance Analysis (OSAPA) is currently seeking to recruit for a Transportation Systems Analyst. This position advances agency priorities in areas which include Multimodal Mobility Performance Monitoring, Practical Solutions, Tolling, and Ferries performance monitoring. This position plans and conducts advanced transportation studies or investigations on system performance for multiple modes, discipline areas and critical agency programs such as Ferries preservation, highway pavement and bridges, traffic safety and traffic operations. The incumbent is responsible for conducting complex multimodal congestion analysis, performing Before and After studies for all agency programs and using sophisticated application techniques with a system-wide analysis focus.

As the Transportation Systems Analyst, this position will direct project teams that conduct analyses and provide recommendations to the agency’s Congestion Working Group as well as assist with the WSDOT’s performance reporting in the Gray Notebook, the Governor’s Results Washington performance program, implementation of WSDOT’s Strategic Plan, federal rule making MAP-21/ FAST Act implementation, and other analysis work as assigned. The Corridor Capacity Report‘s analysis reinforces WSDOT’s multimodal transportation policy while its community engagement lays ground for future collaboration, contributing to Practical Solutions and Performance-Based Planning. OSAPA publishes WSDOT’s Handbook for Corridor Capacity Evaluation – a methodology document that details CCR’s analysis procedures – increasing transparency, credibility and respect for WSDOT as experts in the field of transportation systems performance analysis. The CCR is published annually and is highly regarded by the media, public, transportation commission, state legislature, other state DOT’s, FHWA, as well as national research bodies such as Transportation Research Board. This position will perform the following work:

  • Leads team members, plans and conducts advanced transportation studies or investigations on system performance for critical agency programs.
  • Preform data analysis and provides recommendations.
  • Develop performance evaluations and Before and After studies for various programs for the agency.
  • Conducts statistical analysis of system performance data.
  • Leads development of online interactive web content to communicate performance stories using a variety of software applications.
  • Conducts research and analysis on public policy, legislation, MAP-21 rules and complex technical documents.
  • Quickly and accurately analyze data and written materials to translate that information into well-written reports which can be comprehended by a variety of audiences.
  • Prepare and present briefing and position papers on performance measurement to management.
  • Ability to work closely with agency organizations, other state department’s, national research organizations and consultation teams.
  • Assists in training regional and headquarters staff.

An ideal candidate for this position will have:

  • A Bachelor’s degree involving major study in transportation, environmental or urban, regional or land use planning, engineering, public or business administration, economics or natural or physical sciences and four years’ professional transportation experience involving analysis and evaluation of transportation issues and problems. A Master’s degree in one of the above fields will substitute for one year of the required experience and a PhD for two years of experience.
  • Strong quantitative analysis skills and the demonstrated ability to conduct advanced statistical analysis of complex data sets, developing spreadsheets, graphs and concise, well written reports using advanced excel applications.
  • Strong writing skills and ability to conduct independent research.
  • Ability to use microcomputer processes and programs for evaluation, analysis, report writing, etc., with minimal errors.
  • Ability to quickly and independently acquire needed technical, analysis or software skills to produce performance reporting work. For example proficiency with Windows, Microsoft Office applications, ESRI GIS, and Adobe Creative Suite.
  • Excellent communication and interpersonal skills.
  • Knowledge of data systems, analytical processes, research methods, statistical theory and techniques i.e., parameter and non-parameter statistics and sampling techniques such as analysis of variance and covariance, factor analysis, etc.
  • Knowledge of WSDOT’s Corridor Capacity Report (Congestion Report), and other performance report methods.
