Thurston County seeks an experienced communications professional to lead the development and implementation of an effective education and outreach strategy that will increase the visibility and promote the vision of its stormwater management program. This position works within the Education & Outreach III classification for Resources Stewardship’s Water Resources Division (Stormwater Utility).

Responsibilities include managing a two-person staff team to ensure work efforts support the overall strategy and desired outcomes. Analyzes audiences, barriers, motivators, and desired outcomes to develop effective communication and outreach strategies. Develops key messages to effectively communicate information to diverse audiences through a wide variety of communications platforms, including digital, social, and traditional media.  Assists in maintaining the Division’s website content. Oversees the production of creative, appealing, and informative outreach materials (e.g., brochures, fliers, advertisements, displays, and newsletters).

Manages day-to-day aspects of communications, education, and outreach projects to ensure on-time, on-budget, and high-quality deliverables. Defines key performance indicators and measurement tools to evaluate the effectiveness of the Stormwater Utility’s education and outreach (E&O) efforts. Develops and administers professional service contracts, inter-local agreements, and grants.  Provides communication consulting, strategy development, and implementation services to internal staff and customers.

Builds and maintains strong collaborative relationships with internal staff and external partners, including municipalities and State agencies. Coordinates and collaborates with communications and E&O staff in other County departments in order to unify the messaging delivered across all levels of the organization and the communities we serve. Regularly coordinates  with local and regional  communications professionals to share resources and align communications and E&O programs for increased effectives.

Qualifications

Bachelor’s degree in communications, marketing, education, or other closely related field.

Five years of relevant experience developing and implementing communications strategies or other comparable experiences to successfully perform duties and responsibilities of this position.  A Master’s degree in an applicable related field may substitute for one year of relevant experience.

Three years experience with budget management, grant management, or lead/supervisory experience.

Ability to utilize a personal computer with related software to perform the essential functions of the position.

Current Washington State Driver’s License or have requested and obtained an appropriate accommodation.
