Regional Fish Program Manager (WMS03) – Region 6 Montesano

Leads regional staff with policy and technical direction to assure meeting the goals and objectives of Fish Program and the agency. The position serves as a member of the Fish Program Management Team (FPMT) to facilitate cross- region and program-wide coordination and communication. The position is responsible for personnel actions, budget and policy implementation, interagency liaison, regional integration of program direction, and decision- making responsibilities within the region, consistent with program and agency policy and budget parameters.
Serves as the Assistant Director’s policy spokesperson/representative in the region and point-of-contact for tribal co-managers and other external stakeholders. The position is also responsible for supporting the Regional Director in planning/implementing major agency initiatives within the region and for resolving regional and cross-regional issues affecting Fish Program’s mission and strategic business plan. This position ensures that all Fish Program activities in Region 6 directly contribute to the agency mission of conserving and protecting natural resources while supporting sustainable sport and commercial fishing opportunities.

Duties

Appointed by the Governor to the Pacific Salmon Commission’s Southern Panel to assure implementation and fulfillment of the Pacific Salmon Treaty’s requirements and obligations.

Agency lead in negotiating annual Razor Clam Management plans with tribal co-managers.

Manages Fish Program regional work units consisting of Fish Management Unit Leader, district fish biologists, Coastal shellfish biologist, staff biologists and scientific technicians, Regional Hatchery Operations Manager, Hatchery Reform Coordinator and staff in the Fish Hatchery Specialists classification series.

Serves as an effective participant on the Fish Program Management Team.

Responsible for controlling regional Fish Program regional budgets, operations and allocation of staff resources.

Responsible for analysis of local impacts, interpretation and implementation of Department and Fish Program policies and procedures in the region. Assists senior managers in the development of agency and program policy, procedures, and regulations, while taking into consideration local concerns, conditions and impacts.

Responsible for recruiting, training and retaining a highly motivated professional staff.  Conducts/reviews performance evaluations and expectations for regional staff.

Serves to project/interpret Fish Program policy in the region with external stakeholders and tribal co-managers.

Regional lead for development of fishing regulations to protect, restore and enhance fish and shellfish resources, while providing sustainable recreational and commercial harvest opportunities to support regional and statewide economies.

Develops priorities, performance standards, goals, objectives, and short and long range work plans consistent with the agency/program strategic plan. Oversees implementation of projects and activities that are consistent with priorities set forth in the agency/program strategic plan.

Approves purchasing, travel, training, and work schedules and manages the equipment inventory for regional Fish Program staff to maximize effectiveness and cost efficiency.

The Regional Fish Program Manager responds to legislative inquiries regarding regional fish management and hatchery operations.
