The External Relations Division is seeking a Research Investigator 1 within the Research Services Unit. This person independently performs a variety of specialized professional-level research that usually includes a lack of documented methodology or standardized procedures. This includes reviewing, designing and implementing research studies, legislative reports and program evaluations. This position reports directly to the manager of the Research Services Unit.

Research coordination for the Department of Health’s Rape Prevention and Education Supplemental Grant

  • Review of current structures and procedures in place that may support the systematic tracking of sexual violence indicators, the identification and thorough review of currently available data sources.
  • Develop recommendations to increase Washington’s capacity to monitor sexual violence using indicators that meet the standards of the federal Centers for Disease Control.

Research assistance for the Bond Users Clearinghouse (BCU)

  • Under the direction of the BCU program coordinator, assist in collecting, managing, and interpreting information regarding general obligation bonds and other forms of municipal indebtedness.
  • Assist in developing appropriately rigorous statistical and analytical strategies that are achievable within available resources (e.g., timelines and project funding)
  • Produce or assist in the production of deliverables that achieve professional standards of writing, editing, and visual presentation of reports and other communication materials, and meet format requirements by the agency and OFM.

Local government fiscal note analysis

  • Research and write fiscal notes, usually in the policy areas of domestic violence, taxes, and government relations.
  • Respond to fiscal note requests within a specific turn-around time, using a variety of analysis tools to meet guidelines established by OFM, the Legislature and the unit.
  • Collect and present data collected from local governments in an accurate, objective and thorough manner.

Required Qualifications: 

  • Bachelor’s degree in a social or health-related science and experience in analytical research in a public or private research corporation, nonprofit organization, or university. Experience as a researcher or graduate research assistant will be credited only if performed at the equivalent to at least three years as a Research Analyst 3; or equivalent to one year as a Research Analyst 3 and one year as a Research Investigator.
  • Working knowledge of statistical and research theory and techniques.
  • Proficiency in Word, PowerPoint, Excel and statistical software such as SPSS.
  • Ability to initiate and plan analytical research; provide research needs of the unit; develop research methodology and methods of data collection; interpret data; speak and write effectively using the English language.
  • Ability to write concisely, clearly, accurately, objectively and with appropriate analytical rigor about policy issues that may be technically complex and politically controversial, interact effectively with a diverse unit of staff, clients, stakeholders, and governmental officials; and function effectively in a consulting shop environment dominated by tight, competing, and often competing deadlines.
