Summary

The City of Bend is actively recruiting for one Community Development Performance Analyst opportunity to support the Community Development Department with a focus on Geographic Information Sysems (GIS). This is a regular, full-time opportunity.  The position is overtime exempt and is represented by the City of Bend Employee Association (COBEA).

The Analyst is responsible for accurately collecting, compiling, manipulating, analyzing and reporting of department data which many include technical, demographic, and financial data for the various operations within the department.  The analyst coordinates the business needs of the Community Development department with other City departments regarding the accuracy, use and protection of data.

The Analyst will perform complex analytical duties related to the Community Development department’s business needs, industry standards and current initiatives to include compliance with state and federal regulatory requirements.

Position also supports department specific data mode; and geographic information projects (GIS) and related methodologies and works under general supervision in the Community Development department, but requires the exercise of considerable independent judgment and initiative.  Assignments are received in the form of general objectives and employee is expected to define priorities and develop methods and routines.

Functions, Duties and Responsibilities

Gathers, manipulates, and formats relevant data and develops forecasting models, runs analyses and makes recommendations within and outside the Department.  Analysis to support Departmental initiatives may include, but is not limited to, statistical, geographical, demographic and financial information.

Builds and maintains relationships with individuals, workgroups and organizations in order to coordinate the exchange and use of data and achieve mutual operational efficiencies.

Designs, develops, implements and maintains Departmental data and associated data structure using common industry standard tools and methods.  Electronically manipulates data files by importing, exporting, creating, editing, or updating data.

Researches conflicting/inaccurate data.  Performs detailed inspections of data for accuracy and quality.  Identifies data errors, programming errors, and other deficiencies, and makes modifications/corrections as appropriate.

Works with Departmental clients to identify goals, objectives and business requirements for Departmental data using interviews, requirements workshops, surveys, process descriptions, task and workflow analysis.

Serves as a liaison between the Department and Information Technology staff to review business and functional requirements in order to identify and maintain solutions that support the Departmental goals and objectives.

Performs cost-benefit analyses, life-cycle analyses, and makes purchasing recommendations.  Assists staff with equipment selection research.

Develops and implements processes and routines to automate and enhance Departmental operations, data conversion, and data expansion.

Assists with the maintenance and configuration of Departmental technology solutions to ensure the accurate collection and storage of Departmental data.

Makes presentations to management and supervisory staff.

Provides training and guidance to Departmental users.

In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities and infrastructure.

Performs related duties as assigned.

Knowledge, Skills and Qualifications

Knowledge of:

  • Reading, understanding, developing, manipulating, and analyzing geographic information in a variety of data formats and projections;
  • Effective cartographic design, layout, and production as needed by functional City and Departmental applications;
  • Assessing and prioritizing multiple tasks, projects and demands;
  • Establishing controls and security measures;
  • Communicating complex ideas effectively, both orally and in writing to individuals from diverse groups and backgrounds, including members of the public and coworkers;
  • Establishing and maintaining effective working relationships with coworkers, consultants and members of the public;

  • Utilizing mathematical and statistical computations on large amounts of data, interpreting financial records, detecting errors, and preparing reports for end users; and

 Education, Experience, Certifications and Licenses Required:

Bachelor’s degree in Computer Science, Business Administration, Public Administration or a related field and at least five years of professional-level systems analysis experience or, an equivalent combination of education and experience sufficient to successfully perform the duties of the job such as those listed above. Experience with a municipal organization or government agency sector preferred.
