The Toxics Cleanup Program (TCP) is looking to fill a Source Control Engineer (Environmental Engineer 5) position. The position will be located in our Northwest Regional Office (NWRO) in Bellevue, WA.
The Source Control Engineer position represents the NWRO Cleanup Section as the Source Control Engineer for Puget Sound Initiative sites such as the Lower Duwamish Waterway (LDW) and other cleanup projects throughout the NWRO. Source control is defined, for the LDW, as the process of finding sources of contaminants, characterizing them and then taking actions to stop or reduce them before they reach the river. This position will accomplish the goals of the Toxics Cleanup Program to protect Washington’s waters and to prevent the recontamination of remediated sediments through source control and site cleanup activities on the Lower Duwamish, and elsewhere region wide.

Duties
Accidental spills of dangerous materials and past business practices have contaminated land and water throughout the state. The Toxics Cleanup Program (TCP) works to remedy these situations, which range from cleaning up contamination from leaking underground storage tanks, to large, complex projects requiring engineering solutions. Our mission is to get and keep contaminants out of the environment.
Some of the key work activities of the Source Control Engineer position include:
LDW Source Control Engineer: Apply engineering expertise to implement source control throughout the LDW. The incumbent will participate in all steps of the source control process.
- Source identification and characterization – provides engineering review to assist formal site managers oversee the investigation of contaminated sites contributing to the contamination in the LDW. The incumbent will use modeling approaches to understand the contribution of each source and the cleanup required to attain sufficiency.
- Sufficiency evaluations – the incumbent will use modeling approaches and engineering techniques to assist with the sufficiency evaluations that will allow the in-water sediment cleanup to start. The incumbent will also continue to monitor the cleanup process and stormwater contributions to ensure recontamination of the sediments is not an issue.
- Manages, provides engineering review and/or oversees the investigation and cleanup of contaminated sites for compliance with MTCA and other relevant laws and regulations at contaminated sites. Applies environmental and construction management engineering processes expertise to the evaluation of cleanup plans, engineering design reports, data, and results. Makes evaluations of completeness of cleanup activities for compliance with MTCA.
- Represents TCP in the Green Duwamish Pollutant Loading Assessment and ensures that the effort is cross-programmatic.
- Assists with writing and managing NPDES permits for complex sites predominated by stormwater discharge for which general NPDES permits are not appropriate. Apply engineering expertise to the review of permit applications and development of permit conditions. Duties include reviewing permit applications, providing comments to WQ and evaluating engineering reports for pollution control improvements.
- Assists in the development and updates of TCP LDW Source Control documents including the Source Control Implementation Plan, Source Control Strategy, etc. and the review of source control documents from other partner agencies.
- Assists in the review of engineering design reports developed for Ecology or EPA as part of the LDW work.
- Attends meetings with other partner agencies and stakeholders in which source control will be discussed.
LDW Stormwater and Individual Permits Support Assist with managing the municipal general NPDES stormwater permits and individual permits, providing technical assistance for stormwater treatment requirements, and improving pollution control and treatment of stormwater. This includes:
- Manages stormwater studies that characterize the nature and extent of stormwater influence on LDW sediments and water quality. Management of these studies would include but not be limited to prepare Scopes of Work for a consultant to implement, review and comment on Sampling and Quality Assurance Plans, Draft Data reports, and acceptance of final deliverables and review and approve invoices submitted under these work assignments.
- Provides engineering analysis for LDW cleanup site manager, source control lead and municipal stormwater permit managers assessing compliance with source control actions and municipal stormwater NPDES permits.
- Provides technical assistance in the development of source control actions, municipal stormwater management programs and evaluating stormwater treatment devices.
- Assists NWRO LDW source control lead and stormwater specialist in developing training programs for implementation of the municipal stormwater NPDES permit.
- Represents TCP’s NWRO Section and acts as the liaison with the NWRO Water Quality program on stormwater related cross-programmatic issues in the LDW site as a technical expert
- Assists with writing and managing NPDES permits for complex sites predominated by stormwater discharge for which general NPDES permits are not appropriate. Apply engineering expertise to the review of permit applications and development of permit conditions. Duties include reviewing permit applications, providing comments to WQ and evaluating engineering reports for pollution control improvements

Required Qualifications:
A Master’s degree with major study in one of the following engineering fields, sanitary water resource, civil, geotechnical, environmental, chemical, mechanical, or related field.
AND
Registration as a professional engineer in the State of Washington or another state based on registration requirements equivalent to those in Washington and four years of experience in environmental engineering with one of the four years of experience having an emphasis in source control engineering.
OR
An Engineer-In-Training Certificate or a Bachelor’s degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field.
AND
Registration as a professional engineer in the State of Washington or another state based on registration requirements equivalent to those in Washington and five years of experience in environmental engineering with one of the five years of experience having an emphasis in source control engineering.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees’ Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems‘ web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment and are able to take leave after six months of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees as follows:

Social Security
