 CHIEF INFORMATION OFFICER (WMS3)

The Department of Fish and Wildlife is recruiting to fill a permanent Chief Information Officer (WMS) to work in the Information Technology Program.  The duty station is in the Natural Resource Building, Olympia, Thurston County.

The Information Technology Services (ITS) Division provides the centralized IT services needed throughout the agency, including the agency service desk, computer and other device support, connectivity (phone, internet, etc.), infrastructure services, data services, and applications development.  ITS supports the agency business and science needs through information technology (IT). ITS helps meet the agency’s business and operating needs for new IT systems through both internal and external product development. The Chief Information Officer (CIO) is responsible for overseeing IT operations, approximately 50 staff, Agency-level IT Systems, and supporting special projects throughout the agency in support of WDFW’s mission.

The CIO provides vision and leadership for agency IT operations.  The CIO plans, organizes, and directs the activities and operations of WDFW ITS which includes information technology programs, telecommunication services and data networking system. The CIO creates technical business systems and solutions in support of the operational needs of WDFW.  The CIO also supports programmatic IT needs, and builds relations and ensures communication and collaboration with IT throughout the agency.

WDFW is at an exciting juncture, and the CIO will play a major role in helping the agency achieve its recreation and conservation mission.  We are currently:

  • Upgrading our website platform, and building more web applications.
  • Developing mobile apps to make our complicated regulations easier for customers to access and understand.
  • Rebuilding our agency IT governance system.
  • Strengthening the agency security team.
  • Upgrading legacy hardware and software systems.
  • Preparing to modernize our records and enterprise resources, digitizing many paper-based processes and workflows.
  • Expanding use of GIS and mobile technology to empower field biologists and enforcement officers working in remote areas and have the data immediately available to inform our decisions.

Duties:

Key duties include but are not limited to:
  • Provides leadership, teambuilding, and strategic direction to IT staff.
  • Develops staff to meet future operational needs.
  • Coordinates and develops the agency IT strategic plan, long-term vision, and agency systems and process for making IT decisions.
  • Assists in the development of current and long-term organizational goals and objectives as well as policies and procedures for agency operations.
  • Building and maintaining the connections, relations, processes, and systems that create a healthy flow of information and coordination throughout agency IT staff and projects.
  • Oversees all technology functions that ensure the continuity of daily operations of the agency’s infrastructure including site to site connectivity, internet access, device management, access to agency data and other IT services.
  • Oversees core application development and support activities to ensure timely and strategic development of applications that facilitate the business operations of the agency.
  • Establishes plans to achieve goals set by the Commission and the Director and implements policies, subject to approval by the Director.
  • Helps the agency achieve its strategic objectives by partnering with business units.
  • Oversees the acquisition of all technology products and services to ensure compliance with state law and the Office of Financial Management (OFM) polices.
  • Analyzes and evaluates technology services provided by external parties to determine solutions and providers that best meet the needs of the agency and makes recommendations, as appropriate; negotiates services, terms and premiums and executes contracts with service providers within the regulations set by the OFM.
  • Handles all aspects of human resource management for the IT division employees, including but not limited to hiring and termination, developing position descriptions, working with employees’ supervisors, complying with union contracts, State and agency policies, and supervises administrative staff.
  • Interacts with other personnel and organizations such as WA Tech and OFM to ensure the proper development and application of state standards.
WORKING CONDITIONS:
Working environment is a busy office setting. Varying degrees of activity occur in the common areas during working hours; most tasks will involve sitting at a desk and working on a computer. Incumbent must be able to work amid distraction.
This position normally works 8:00 am-5:00 pm, Monday-Friday, but may be required to work occasional weekends and evenings, depending on workload.

  • Five (5) years of professional experience in business process analysis for IT systems.
  • Five (5) years of professional experience in supervision.
  • Five (5) years of demonstrated leadership experience, including mentoring, coaching, supervising, and delegating in a challenging work environment.
  • Five (5) years of professional experience managing major IT resources, with expert level knowledge of IT systems management.

Desired Qualifications:
  • Master’s degree in the field of Computer Science or Business Administration and/or 10-15 years applicable work experience.
