This recruitment is to fill one (1) full-time permanent position within the Technology and Financial Management Program, Financial Services Division located at the Natural Resources Building, Olympia, Thurston County, WA.

JOB SUMMARY:

This is a key journey level accounting position within the Washington State Department of Fish and Wildlife’s (WDFW) Technology and Financial Management Program, Financial Services Division. The incumbent in this position reports to and supports the Accounts Payable Manager and performs a number of complex stand-alone, time sensitive financial duties that affect all WDFW programs and staff state wide. This position provides guidance organization-wide and to vendors alike regarding the Office of Financial Management (OFM), Internal Revenue Service (IRS), and Department of Revenue (DOR) and Agency compliance requirements for assigned vendor payments. The incumbent in this position may also review and analyze the work of other Fiscal and Program staff to ensure accounting entries and charges to programs and grants are correct and documented properly.  This position has been designated by management as a lead position who reviews and analyzes the work of other Fiscal professional staff and Program staff to ensure accounting entries and charges to programs and grants are correct and documented properly.

This position is the lead worker of the Accounts Payable unit and will serve as backup in the absence of the Accounts Payable Manager.  This position will assist to coordinate, troubleshoot and assists other Accounts Payable staff to ensure appropriate training and development is received to conduct and complete assigned fiscal duties.  In addition, this position will monitor and ensure that the daily, monthly, and year-end deadlines are met.   Other critical duties include a variety of manual and automated fiscal tasks including accounts payable discrepancy resolutions, reconciliation of agency subsidiary accounts, ensure the timely and accurate processing of purchase card log distributions, travel reimbursements, utility and vendor payments by reviewing, analyzing and auditing disbursements.

Although this position works under the supervision of the Accounts Payable Section manager in the WDFW Fiscal Office they are expected to work with Financial Management Branch staff throughout WDFW to accomplish assigned work and resolve highly technical accounting and finance related questions. This includes Purchasing staff, Other Fiscal Office staff, Budget Office staff and various program and project managers. This position also prepares other related financial reports, business analysis and investigation of various business transactions that may be questioned by auditors or assigned by their supervisor for review.

This position contributes to the agency’s two following goals:

Goal III:  Funding – Ensure effective use of financial resources in order to meet the needs of the State’s fish and wildlife resource for the benefit of the public.

Goal IV: Competence – Implement processes that produce sound and professional decisions, cultivate public involvement, and build public confidence and agency credibility.

 Duties:
Primary lead worker of Accounts Payable Unit and support to Accounts Payable Manager.
  • Position serves as the primary assistant to the Accounts Payable Manager and as a lead to the Accounts Payable unit in relation to, but not limited to, vendor payment processing, p-card distribution, travel reimbursements, utilities, assisting to ensure daily, monthly and year-end deadlines and goal are met.
  • Responsible for the updating the performance measures of the unit.
  • Assist in the review and release of purchase card logs, vendor payments, travel reimbursements, utilities checking for proper supporting documentation and adherence to state laws and regulations.
  • Assist in the coordination of journal voucher adjustments and warrant cancelations.
  • Troubleshoot complex payment and p-card related questions, working with both internal and external customers for appropriate resolution.
  • Analyzing varied types of accounting data and reports and preparing the corrections for discrepancies related to accounts payable vendor payments.
  • Responsible for assisting with the 1099 reporting.  Provide recommended corrections to other staff based on analysis of input data when errors are found.
  • Reviews, develops and implements accounting procedures ensuring proper internal controls and rules are followed in addition to GAAP, OFM and WDFW policies and procedures.
  • Implementation of LEAN concepts.  Serves as one of the acting supervisors in absence of Accounts Payable Manager.
  • Ensures the timely and accurate processing of agency vendor payments and p-card distributions.
  • Ensures completeness of order payment form and p-card logs against invoices by reviewing, correcting and troubleshooting documents, including but not limited to:
  • Vendor name on OPF matches name in AFRS, appropriate signature authority, active and current MI is listed on form, license plate is listed on OPF when appropriate.  This also includes verifying invoice number, dollar amount, and date on invoice are correctly transferred to OPF.
  • Purchases are in compliance with Fiscal Office, Agency and Statewide accounting policy and procedures. (Including but not limited to OFM/DES guidelines, RCWs, WACs, L&I prevailing wage, DOR and agency policies and procedures.)
  • Contact employee/vendor to obtain invoice and/or resolve discrepancies which can include invalid master index, prevailing wage form and inventory tags are assigned.
  • Makes sure all applicable sales taxes are being paid. When applicable, apply use tax.
  • Complete, batch and process OPF for payment:
  • Add vendor number, object coding, contract number, account number, invoice number and date, amount being paid and transaction code
  • Assign batch numbers and document numbers.
  • Enter payment data from OPF into the AFRS Financial Toolbox template.
  • Verifying upload for accuracy of data entry.
 Qualifications:
Required Qualifications:
Combination of 4 years of related education and/or experience including, but not limited to, customer service and cash handling; OR 4 years of experience performing accounts receivable, payable, general accounting or payroll functions. A Bachelor’s degree will substitute for the experience.

Preferred/Desired Qualifications:

  • Experience using Microsoft Word, Excel, and Access programs
  • Experience using financial systems and software to process, upload and track fiscal information
  • Experience performing accounting related functions with a WA State agency or another government employer
  • Experience conducting accounting of WA State agency vendor payments and journal voucher entries
  • Experience using WA State financial systems including AFRS, Enterprise Reporting, and the Financial Toolbox

Working Conditions
Working environment is a busy office setting. Varying degrees of activity occur in the common areas during working hours; most tasks will involve sitting at a desk and working on a computer. Incumbent must be able to work amid distraction.
This position normally works 8:00 am-5:00 pm, Monday-Friday, a flex schedule may be approved. Occasional overtime might be required to meet deadlines during peak periods. Between July and September; limited leave may be approved due to fiscal/biennial closeout.May require limited amounts of travel. Computer hardware and software.Customer service is integral to success. Large amount of communication with field and office staff via phone, e-mail and in person. Timely responses to inquiries are expected. Staff may encounter disgruntled employees/vendors on occasion when requesting information with regarding payments or non-payments.
