The Department of Ecology has an exciting opportunity for an environmental professional looking to be a part of our Water Quality Program in Spokane, WA. If you want to join a team working to protect, restore, and enhance Washington’s waters, this may be the job for you.The Eastern Region Watershed Planner (Environmental Planner 4) supports on-the-ground implementation of new water quality initiatives by developing and coordinating the use of tools and activities that will reduce pollution to Spokane’s watersheds.

The mission of the Water Quality Program is to protect and restore Washington’s waters to sustain healthy watersheds and communities. Our work ensures that state waters support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.As the senior environmental planner to the ERO Water Quality Section Manager, this position is responsible for developing and implementing innovative water quality management strategies that focus on achieving water quality standards for toxics. This includes:
- Developing regional policies and toxics implementation strategies in coordination with headquarters staff and other regions to ensure statewide consistency.
- Interacting with, and being the regional point of contact for, key interest groups and organizations in order to effectively implement pollution control strategies, such as the Spokane River Regional Toxics Task Force (SRRTTF) Comprehensive Plan.
- Implementing policies, strategies, programs, and permitting tools that help achieve water quality standards.
- Coordinating implementation in other watersheds as needed to ensure consistency. Working with Ecology’s Environmental Assessment Program to scope and implement watershed studies that fill data gaps and/or measure environmental trends for toxics, and other pollutants.
- Coordinating and communicating with Tribes, local governments, US Environmental Protection Agency, and other stakeholder groups during implementation of water quality improvement plans.
- Working with ERO permit managers and watershed leads to ensure coordination between watershed plans, compliance schedules, and permitting activities within the ERO Watershed Section.
- Monitoring and reporting on progress of implementation measures and trends toward meeting water quality standards. Implementing adaptive management strategies when necessary to achieve goals.
This position participates as an Ecology representative on the Spokane River Regional Toxics Task Force, and identifies and interacts with key interest groups and organizations to effectively implement pollution source controls and water quality protection. This includes:
- Assisting with public involvement and outreach planning associated with implementation of toxics reduction/nonpoint pollution control and watershed efforts in the Spokane watershed.
- Working with the Urban Waters Initiative to identify sources of toxics pollution and developing strategies to bring these sources into compliance with state water quality laws.
- Assisting Regional Water programs staff and facility managers with policy and decisions associated with the water quality programs’ TMDL efforts.
- Harmonizing toxics reduction efforts with other Ecology departments as it relates to the achievement of water quality standards.
- Serving as Ecology’s lead for development of the Task Force and consultant contract manager. Administering grants to contractors who successfully compete for contracts when Ecology is chosen to administer, and ensuring deliverables are met.

Required Qualifications:
A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning or management, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, environmental management, chemistry, or closely related field AND three years of professional experience in land use, water quality, urban, regional, environmental or natural resource planning and/or program development
OR
One year of experience as an Environmental Planner 3, provided a degree as describe above has been obtained.
Desired Qualifications:
- Demonstrated ability to build rapport and partner with others
- Education or experience in negotiation and conflict resolution
- Experience reviewing sampling plans, laboratory reports, scientific reports, and permit applications
- Experience preparing and giving public presentations of technical information, and assistance, guidance, training, and outreach to federal state, tribal, and local government, business, industry and the public
- Experience with collaborative watershed planning approaches for control of water pollution sources and water cleanup plans (TMDLs) and the ability to facilitate the development of recommendations or implementation of cleanup measures
- Education or experience with water quality modeling
- Education and/or experience with the relationship between non-point and point sources of water pollution, and experience identifying and implementing NPS pollution control strategies, including best management practices, toxics management plans, and water quality improvement plans

Must be able to obtain and maintain a valid driver’s license.
