MANAGEMENT ANALYST 4
(Permanent)
The Habitat Program is recruiting for a Management Analyst who not only coordinates and conducts research on Major Projects but is able to step in and serves as the administrative lead for tracking and refining all program rule making, ensuring for accuracy and timeliness. Additionally, the incumbent will make recommendations to Habitat Management Team regarding developing issues that transect across programs.

The working location for this position will be in the Natural Resources Building, Olympia, WA. The incumbent will report directly to the Assistant Director (AD) of the Habitat Program and will provide support Administration Division.

Duties
  • Coordinates Management Assignments, to include tracking down details and resolving issues that require law, policy and rules research in order to brief AD and Deputy Assistant Director (DAD), as well as prepare written responses for AD/DAD/Director signature.
  • Serves as an effective communications link and reliable source of information for others.
  • Acts as a communication conduit for management by knowing whom to inform of changes or new developments and ensuring they receive clear communications.
  • Monitors and evaluates action plans and presents analysis to Senior Management Team (SMT) for review and/or implementation.
  • Provide support to Habitat Program AD; manage calendars, travel.
  • Participates with SMT staff in developing strategies for the use of available resources, program needs and priorities, long-range planning, and setting goals and objectives.
  • Drafts agency request legislation and rules/administrative codes based on bill directives to provide direction on how to apply the bill’s intent to agency practices, identifying problems; analyzing and evaluating operational feasibility/practicality, noting deficiencies or difficulties; provides management with alternatives and recommended courses of action. Meets with internal and external stakeholders to discuss and gather information about the drafted bills. Monitors bill hearings to listen to testimony and input from the public and other stakeholders to determine the impact of the bill and formulate changes.
  • Serves as liaison with governmental affairs regarding legislative process, sponsored legislation, and contact information for legislators and legislative staff.
  • Tracks advancement of agency-request legislation and other priority bills through the legislative process, including monitoring of committee hearings and scheduling. Prepare and organize weekly briefings for the AD/DAD to prepare them for the weekly agency legislative committee.
  • Researches federal legislation and budget bills.
  • Prepares briefs and materials for congressional and legislative meetings.
  • Reviews documents, reports, and legislative assignments to ensure consistency and accuracy within Departmental policy, WACs, and RCWs.

Supplemental Information
Working Conditions

  • Work performed almost exclusively indoors in an office environment.  Exposure to hazards is limited to those commonly found in government office environments. Varying degrees of activity occur in the common areas during working hours; most tasks will involve sitting at a desk and working on a computer.
  • Standard business hours are Monday – Friday from 8 a.m. to 5 p.m., but the incumbent may be expected to adjust the work schedule to meet business needs.  A flexible work schedule will be considered at the incumbent’s request, subject to supervisory approval. Must be able to work an occasional evening or weekend.
  • Must have the ability to operate a vehicle and hold a valid driver’s license.
  • Some travel is required, and is typically local or regional, to meet with colleagues, conduct business, or attend or provide training.
  • Frequent contact (likely daily) with constituents, including some contact with those who may be angry, distraught, or frustrated.
  • Willingness and ability to work extended hours as necessary to complete assignments.  May include extended travel and evening or overnight trips.
  • Daily email and telephone correspondence with the public and agency staff regarding work. Infrequent in-person contact with the public. Contacts may be frustrated with government and procedures.

Insurance Benefits

Retirement and Deferred Compensation

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
