The Office of Crime Victims Advocacy (OCVA) serves as a voice within government for the needs of crime victims in Washington State. OCVA advocates on behalf of victims, administers grant funds for community programs, assists communities in planning and implementing services, and advises local and state government agencies of practices, policies, and priorities.

The program coordinator is responsible for program development and implementation, providing technical assistance to community partners, monitoring compliance and accuracy of reporting to support data driven decisions, as well as managing the full grant cycle. - Duties

- Assist with the development of applications and request for proposals. Review applications and track from receipt through grant execution. Review grant statements of work or work plans. Review and prepare final contract documents.
- Monitor grants to ensure achievement of program goals and objectives. Provide technical assistance to grantees regarding compliance. Prepare site visit and desk monitoring reports and documentation of technical assistance provided.
- Consult with section manager to develop and implement individual problem-solving plans with grantees experiencing difficulty being or staying in compliance, meeting service delivery standards, or other issues. Complete risk assessments. Conduct fiscal accountability reviews. Make recommendations for corrections or improvements.
- Review and approve vouchers for payment. Reconcile assigned grant budgets on a monthly basis.
- Consult and provide information regarding site visits, desk monitoring, correspondence, and discussions that result in applicable information regarding other OCVA grants with the other staff in the unit.
- Participate in program planning and development of processes, projects or policies. Assist with program advisory groups, workgroups, and stakeholder meetings. Assist with developing work plans, meeting planning, and follow-up.
- Assist with one or more statewide initiatives related to the Crime Victim Service Center Program, Victim Witness Program, and InfoNet data.
- Coordinate program data collection. Monitor submission of required data and check for timeliness, completeness, and accuracy. Respond to individual inquiries from grantees, staff, public, media, and others who request data.
- Provide technical information, including conducting literature searches and review of various professional journals.
- Coordinate training and provide technical assistance to service providers.
- Prepare written reports, analysis, resources, and publications as required.
- Qualifications

Required Qualifications:- Bachelor’s degree AND two years of professional experience providing crime victim services and/or administration of services within a crime victim services program.
- Additional professional level experience in providing crime victim services and/or administration of services within a crime victims services program may substitute, year-for-year, for the education requirement.
- One year experience working for or in partnership with organizations based in marginalized communities and/or Native American tribes.
Preferred/Desired Qualifications:
- A graduate or advanced degree may substitute for one year of the required experience.
- One year experience in contracting public funds to community agencies.
- Professional experience interpreting and applying detailed policies and procedures.
- Professional experience using word processing applications, building and editing spreadsheets in Microsoft Excel, and use of internet for research.
- Demonstrated high-level interpersonal communication skills; clear oral and written communication ability; able to work effectively with contractors and other clients.
- Experience in analyzing and coordinating activities in government and/or non-profit agencies using a variety of techniques to provide effective technical assistance, and resolve complex problems.
- Demonstrated experience analyzing data using statistical techniques, using computer applications including spreadsheets and databases.
- One year of experience creating presentation materials and conducting presentations or training.
- Bachelor’s degree AND two years of professional experience providing crime victim services and/or administration of services within a crime victim services program.
