This position is responsible for making significant recommendations to Health Care Authority (HCA) managers and executives regarding both technical and business options for data management and reporting solutions, based on their expert level technical knowledge of the ProviderOne data and the reporting environment.  This position reports to the manager of the Office of Enterprise Data Management and Analytics (EDMA) within HCA.
 
The position is an expert-level technical contributor with advanced knowledge and extensive experience in the areas of:

  • Medicaid Eligibility data
  • Medicaid reporting
  • Technical lifecycle and documentation process development
  • Business Intelligence (BI) and associated hardware/software tools design and implementation,
  • Visualization of data


Some of the tasks this position will perform:
 
This position applies advanced level technical expertise and independent judgment to design technical reporting solutions and visualizations that meet HCA business needs and federal/state reporting requirements.

  • Provides leadership and guidance to the work unit in development and implementation of strategies focused on the quality and management of data and information within HCA, and the presentation of accurate data for use by internal and external customers.
  • Assesses current Medicaid data needs and available technical capabilities to develop and recommend short and long-term strategic data warehouse solutions.

Exercises professional expertise and discretion to plan and manage long-term strategic HCA Medicaid reporting solutions.

  • Assists in the planning and development of methods for connection of Washington Medicaid data with national benchmark data for development of national comparisons and trending.
  • Remains current on technical solution sets and industry trends.  Maintain an understanding of healthcare performance measures across the industry and how Medicaid performance measures differ.

Documentation and life-cycle management for Reporting Solutions project.

  • Manages the life-cycle and documentation processes within the unit,   including data/reporting, development lifecycle functions, data warehouse changes, access, and quality assurance testing as it relates to data integrity and reporting.
  • Assures processes are in place for accurate and complete documentation of report specifications, data flow diagrams and metadata catalogs.

Visualization of Medicaid Data

  • This position is responsible to produce visual data sets that meet the needs of HCA Executives, Medicaid Program Managers, and internal and external stakeholders. Visualization of Medicaid data to tell a story is essential for the future direction of the Agency.


Required Qualifications:
Bachelor’s degree or higher in Computer Science, Business/Public Administration, or closely related field and five (5) years of progressively responsible experience as an information technology professional working with large mission-critical payment systems is desired (IT management experience may substitute, year for year, for the Bachelor’s Degree).
OR
Associates’ degree or completion of an accredited vocational training program in an information technology or related program and six (6) years of consultative, administrative, or supervisory experience in information technology analysis, system maintenance, or troubleshooting/problem resolution experience, or analyzing, designing, or programming computer systems, applications or databases.
 
AND

  • Experience with Medicaid Management Information Systems (MMIS), or other large healthcare payment system.
  • Experience in data visualization tools such as Tableau or Power BI.
  • Expert level experience using SQL tools and other report building software and tools.
  • Experience in reporting related to Medicaid eligibility.
  • Experience with team building and organizational dynamics.  Ability to build mentoring relationships.


Preferred/Desired Qualifications: 
Experience and knowledge of Enterprise Architecture principles and techniques and/or Medicaid Information Technology Architecture (MITA) principles.
