Ecosystem Services Division Manager WMS3
(Permanent)

The Department of Fish and Wildlife is recruiting to fill a position as the Ecosystem Services Division Manager located in the Habitat Program. The position is located at the Natural Resources Building, Olympia, Washington.

The Ecosystem Services Division is one of six Divisions in the Habitat Program – each with a unique set of policy, administrative, and management responsibilities. This position supervises three Section Managers and is responsible for managing and implementing all aspects of the Ecosystem Services Division.

Duties

This position has delegated authority for the following Division responsibilities:

  • Lead, organize, and account for the work performed by the Ecosystem Services Division.
  • Supervise and evaluate the effectiveness of three Section Managers (with – 13 FTEs) in implementing Division roles and responsibilities.
  • Manage the Division budget of approximately $3.96M per biennium (includes state and federal funds, local and interagency agreements).
  • Represent the Director and agency or supervise staff that represents the Director on state boards associated with natural resource policy and landscape conservation forums (Forestry, Agriculture & Mitigation Forums).
  • Represent the agency when interfacing with the public, legislators, tribes, and other state, federal, and local governments when Division activities become elevated above section manager level of responsibility.
Qualifications

Bachelor’s Degree in a natural resource science or related field AND;

  • Five years of progressive management experience with managerial skills for managing a group that provides statewide services that are central to the department mission and business purpose.
  • Advanced principles of management including staff supervision and leadership, conflict resolution, personnel and merit system rules and regulations, collective bargaining agreements, cultural diversity, policy analysis development and implementation, and budget development and expenditures.
  • Proven leadership skills that model the way, inspire a shared vision, and enable others to act.

Preferred Qualifications:

  • Advanced knowledge of principles of marine, fresh water, and terrestrial ecology and natural resource management;
  • Ecosystem management principles.
  • Multiple state and federal conservation laws.
  • Demonstrated effective negotiation skills;
  • Three years of experience supervising professional staff;
  • Proven ability to clearly communicate with management, the Legislature, regulatory bodies, and employees.
  • Demonstrated proficiency in managing a complex budget;

Working Conditions
The position is located in the Natural Resources Building in Olympia.  Work is performed almost exclusively in an office environment.  The working environment is fast paced with changing priorities and conflicting deadlines.  The position is overtime exempt.  Incumbent is expected to schedule their time within a typical 40 hour work week; typical work schedule is Monday through Friday, 8 am to 5 pm.  However, the incumbent is expected to adjust schedule and work additional hours as needed to meet business demands and deadlines.  Some occasional travel may be required.
