About the Position and Office of Drinking Water
The mission of the Office of Drinking Water (ODW) is to protect the health of the people of Washington State by ensuring safe and reliable drinking water. The Emergency Response Planner and Legislative Liaison supports this mission by serving as the principal planning consultant and key resource in policy development and legislative review and tracking.
This position serves as the Office of Drinking Water’s Designated Specialist to lead statewide drinking water security and emergency response planning for the Office of Drinking Water. The position helps ensure that, in the event of a natural disaster or intentional criminal acts against water systems, the ODW and its partners are prepared to restore and maintain safe and reliable public drinking water supplies in order to protect the health of the people of Washington. In addition, as the legislative liaison for the Office of Drinking Water, this position will increase our capacity for public policy engagement related to statewide drinking water issues and objectives. Finally, the position is also responsible for overseeing work completed during directive memorandum and policy development processes.
This is a full-time permanent Environmental Planner 5 (EP 5) within the Division of Environment Public Health – Office of Drinking Water. This recruitment may be used to fill other EP 5 positions within the office.

What will you be doing? – Duties include:
- Lead the formulation and development of critical statewide emergency response plans in consultation and collaboration with ODW staff, partner agencies, and stakeholders.
- Serve as liaison for the Washington State Fusion Center.
- Manage the EPA Water Protection Coordination grant, budget, work-plan, and deliverables. Produce annual and quarterly reports to EPA documenting work completed under the grant.
- Develop and implement a series of regional workshops designed to craft/review water system emergency response plans.
- Develop and implement tabletop exercises and other scenario-based training covering internal and external processes on emergency response/security issues.
- Review proposed legislation, assess potential impacts to the office and our stakeholders, and make recommendations to EPH about the proposal.
- Contribute to the development and processing of major drinking water policy initiatives.
What we’re looking for:
The ideal candidate will be dedicated to working in a team environment for assisting water systems in building resilience through emergency preparedness.
And, have the following REQUIRED QUALIFICATIONS: (NOTE: Experience may have been gained concurrently.)- A Bachelor’s degree or higher involving major study in natural, physical, or environmental science, environmental health, environmental law, land use planning, or a closely allied field.
- Five (5) or more years (full-time equivalent) of professional experience working in one (1) or more of the following areas: regulations or policies for drinking water; environmental quality protection; compliance, public policy and legislation; land use; and/or emergency planning.
Preference may be given to candidates who have the following DESIRED QUALIFICATIONS: (NOTE: Experience may have been gained concurrently.)- A Master’s degree or higher involving major study in natural, physical, or environmental science, environmental health, environmental law, land use planning, or a closely allied field.
- Four (4) or more years of professional experience working in the field of environmental health or public health with a state or local health jurisdiction.
- Demonstrated experience working in a drinking water program at the local, state, or federal level.
- Demonstrated professional knowledge and understanding of Washington’s legislative processes.
- Demonstrated team leadership and collaboration skills.
Conditions of Employment/Working Conditions

- Work Monday through Friday from 8am to 5pm.

- Be available to travel around the state and stay out of town as needed to meet the needs of the position.

- Interact with the public and stakeholders with questions about rule development, policy development, and legislative issues.
- Assist in emergency response activities.
