We are recruiting to fill one (1) full-time permanent Fiscal Analyst 1 position within the Technology and Financial Management Program (TFM), Financial Services Division, Accounts Payable located at the Washington State Natural Resources Building Olympia, Thurston County, Washington.
This position will provide support to the Accounts Payable, Contracts Payable, General Accounting and Lean unit. Critical duties include a variety of manual and automated fiscal tasks including accounts payable discrepancy resolutions, reconciliation of agency subsidiary accounts, timely and accurate processing of purchase card log distributions and vendor payments by reviewing, analyzing and auditing disbursements. This position will assist in closing entries and adjustments for Fiscal Year end for the unit. - Duties

- Position is primary support for Payable activities which includes but not limited to: key batches, liaison between DFW and DES statewide vendor set up, closing and archiving, encumbrance, payment processing and review contract and status in Novatus,
- Responsible for assisting in the coordination of Fiscal Year close specifically related to monitoring work flow against deadlines and processing year end accruals.
- Assist in the verifying of purchase card logs and vendor payments for proper supporting documentation and adherence to state laws and regulations.
- Assist in the coordination of journal voucher adjustments.
- This position will at times be considered a lead worker in the Fiscal Office and will assist in troubleshooting complex payment and p-card related questions, working with both internal and external customers for appropriate resolution.
- Analyze varied types of accounting data and reports and prepare the corrections for discrepancies related to accounts payable vendor payments.
- Perform complex accounting transactions such as encumbrances and liquidations.
- Provide recommended corrections to other staff based on analysis of input data when errors are found.
- Review and analyze AFRS and Enterprise reports to determine that correct fiscal data is in order to prepare journal voucher expenditure adjustments required for maintaining accurate fiscal data; perform financial review based on OFM, IRS and GAAP accounting requirements.
- Reconcile vendor statements using payment records.
- Qualifications

Combination of 4 years of related education and/or experience including, but not limited to, customer service and cash handling; OR 4 years of experience performing accounts receivable, payable, general accounting or payroll functions.
Preferred/Desired Qualification:- Experience using Microsoft Word, Excel, and Access programs
- Experience using financial systems and software to process, upload and track fiscal information
- Experience performing accounting related functions with a WA State agency or another government employer
- Experience conducting accounting of WA State agency vendor payments and journal voucher entries
- Experience using WA State financial systems including AFRS, Enterprise Reporting, and the Financial Toolbox

Working Conditions
Work schedule is 40 hours, 8:00a.m. to 5:00p.m. Monday through Friday. Working environment is a busy office setting. Varying degrees of activity occur in the common areas during working hours; tasks will involve long periods of time standing in addition to long periods of time sitting at a desk and working on a computer. Incumbent must be able to work amid distraction.
Union
This position is covered by a collective bargaining agreement between the State of Washington, Department of Fish and Wildlife and the Washington Federation of State Employees (WFSE), which contains a “union security” provision. This means that, as a condition of employment, you must either join the union and pay union dues, or pay the union a representational or other fee within 30 days of the date you are put into pay status.
