Landowner Incentive Program Coordinator

Position Overview

Join a fast paced and highly engaged team of conservation professionals in a growing, county wide, natural resource management special purpose district as the Landowner Incentive Program Coordinator. This position involves multi-faceted collaboration-based duties that require an elevated level of motivation, versatility and independence. This individual holding this position provides program coordination, administrative and technical services through the District’s Landowner Incentive Program (KCD LIP), a cost-share program that implements resource conservation practices with urban, rural and agricultural landowners throughout the boundary of the District. The position responsibilities include preparing cost-share applications, coordinating cost-share awards, administering cost-share contracts, documenting contract compliance, coordinating cost-share policy development and revisions, collaborating with representatives from cost-share programs administered by other entities, and directing work of and supervising an LIP Assistant. This position is part time, 80% FTE, 32 hours per week, with the possibility of being increased to full time in the future. Work associated with this position occurs in the field approximately 20% of the time. The individual holding this position must be flexible, possess strong written and verbal communication skills, be organized, and work independently and collaboratively on a team of District staff and AmeriCorps members.

 

Essential Job Duties

The following list of duties is intended as an illustration of the types of work performed. The omission of specific duties does not exclude them from the responsibilities of the position if the work is similar, related or a logical assignment to the position.

  • Coordinate preparation of KCD LIP cost-share applications. Activities include conducting project planning site visits and preparing cost-share applications on behalf of landowners; assisting other staff in the preparation of cost-share applications on behalf of landowners; addressing landowner questions and needs regarding all KCD LIP eligible
  • Coordinate review and approval of KCD LIP cost-share applications. Activities include planning and facilitating staff Application Review Committee meetings and Board Subcommittee meetings; preparing documentation to support application review and approval by the Board of Supervisors at regularly scheduled Board

 

  • Coordinate the activities of a part-time Program Assistant. Activities include training and supervising on LIP administration systems and procedures, coordinating work assignments, overseeing activities, and performing performance appraisal
  • Provide general technical support to recipients of cost-share funding to ensure effective and complete installation of funded practices. Activities include providing guidance on practice implementation and construction specifications to meet NRCS standards; and responding to questions and concerns regarding cost-share award details, next steps,
    • Manage awarded cost-share contracts. Activities include receiving, processing and tracking contract deliverables, project reports, contract extension requests, reimbursement requests, and close-outs
    • Close-out completed cost-share contracts. Activities include conducting site visits to document implementation of practices as prescribed and that practice standards have been
      • Monitor and document “lifetime” maintenance of installed practices. Activities include performing site visits within 1 year of contract close-out; performing annual site visits on random samples of at least 25% of all completed projects; requesting and processing annual landowner submitted documentation of practice maintenance on all remaining completed
    • Maintain all program records. Activities include establishing, retaining and updating all hard copy and electronic contract records and all documentation related to maintaining funded practices; and coordinating with Management and Finance Administration on program/accounting system reconciliations, payment processes, and cost-share documentation.
      • Manage the LIP budget and manage program activities to meet annual work plan goals and
      • Coordinate development and update of program related policies and procedures to ensure effective and efficient program delivery, support the District in meeting its strategic goals, and address local and regional resource management priorities. Activities include working with a Board Subcommittee and the Board of Supervisors on developing, updating and adopting program related
    • Coordinate development of new practice standards and revision of existing practice standards as needed and approved. Activities include conducting research on Best Available Science and other resources to develop new practice standards and job sheets; coordinating and overseeing the technical review and associated revision of proposed draft practice standards; and coordinating and facilitating associated policy adoption processes with the Board Subcommittee and the Board of
      • Coordinate District participation in the NRCS Local Working Group and related Regional Conservation Partnership Program (RCPP) work groups. Activities include preparing and contributing coordinated messages from the District related to LWG priorities and actions, attending all LWG meetings as the District representative, and briefing District staff on LWG meeting
    • Work collaboratively with a very diverse population, using educational concepts and values along with persuasive skills to present information to non-technical

 

  • Share a vision and passion for natural resource management and conservation

 

Qualifications

  • Bachelor’s Degree in natural / environmental science, agriculture, environmental planning, environmental policy development or a closely related field
    • At least 1 year of experience in a closely related field, prefer at least 3 years of experience. The ideal candidate will have directly related experience in cost-share / grant program coordination, or natural resource management project contract development and
    • Experience working collaboratively with public and private landowners, and a demonstrated ability to work as a part of a team
  • Knowledge or understanding of common rural and urban land use practices, and the resource management issues and challenges facing the region
  • Knowledge or understanding of Puget Sound watersheds, planning and implementing aquatic area enhancement and protection, invasive species management, native plant species, and uses of native plants to enhance Pacific Northwest aquatic and upland habitats
    • Knowledge or understanding of agricultural land use practices, and planning and implementing associated water quality protection and enhancement activities and soil conservation activities
  • Knowledge or understanding of forest health management principles and practices, and planning and implementing forest health and upland habitat management activities
    • Working knowledge of local, state and federal environmental regulatory programs and resource conservation priorities, and ability to apply that knowledge to planning and implementing resource conservation programs and/or the design and permitting of water quality protection and enhancement, and/or forest health management, and/or freshwater or marine enhancement projects, and/or agricultural land management practices
  • Knowledge or understanding of managing project and program budgets
    • Use computers to write reports, track work products, prepare and record field and technical data. Proficient with Microsoft Office Suite software programs. Knowledge of and rudimentary use of GIS, Microsoft Access, and CAD programs preferred
  • Currently hold or can obtain a valid Washington State Driver

 

Essential Job Functions

  • Work under tight deadlines and manage conflicting demands while successfully operating in a dynamic work environment with minimal direction from supervisor
  • Present program information in public settings and meetings; prepare clear, concise and informative written documents and reports; maintain thorough and organized records

 

  • Coordinate activities with District resource management teams to make available LIP eligible opportunities to Agricultural Management, Forest Health Management and Shoreline and Riparian Habitat customers.
  • Communicate effectively and work cooperatively with District Board members, District staff, landowners and other stakeholders to produce high quality, cost-effective work products
  • Use computer programs to write reports, track work progress, prepare and record program/project data and records
  • Work weekend and evening events
  • Travel to various locations throughout King County and occasionally throughout the state
  • Apply appropriate safety practices in the field and in the office.
  • Lift up to 40 pounds

 

Work Schedule

  • Monday – Friday business schedule
  • Monthly weekend daytime events and occasional weekday evening events
  • Part time, 80% FTE, with the possibility of being increased to full time in the future

Annual Salary

$21.18 – $35.59 per hour, DoQ
