Management Analyst 3
Full-Time/Permanent


We are recruiting to fill one full-time permanent Management Analyst 3 position in our Technology & Financial Management Program, located at the Washington State Natural Resources Building, Olympia, Thurston County, Washington.

The Management Analyst 3 position will perform business analysis, process improvement and project management duties. This position will focus on systems analysis and design for mission-critical functions in the Fiscal Office. Knowledge and understanding of business and technical subject areas are central to the success of this position. Duties range from line-of-business problem solving to enterprise-level requirements analysis, system design and implementation. Communication and collaboration is key as this position frequently acts as a liaison amongst various stakeholders across all levels of the organization. Flexibility and autonomy enable this position to work effectively individually as wells as on teams of diverse composition spanning all business units and agency programs.

Duties

Business Intelligence and Information Systems Analysis

  • Serve as FO’s business and technical requirements analyst for information-systems-based process improvement initiatives affecting mission-critical functions.
  • Perform independent research and analysis for current and desired state of the FO to identify gaps in functionality and features (SWOT analysis.) Comprehensively document current and desired systems, business processes and workflows using diagramming software. Establish measures to define success and track progress towards goals using information systems. Evaluate FO environment against industry best practices to realize areas for improvement.
  • Conduct needs assessments with subject matter experts to define and verify complete and accurate business requirements, objectives, processes, and policies to determine the best solution. Translate complex business and technical needs for systems and processes into configurable requirements. Document complex logic and business rules using a variety of tools and methods. Advocate for users to ensure proposed solutions satisfy verified requirements.
  • Work autonomously managing a diverse work portfolio to meet deadlines and produce expected outcomes. Work on teams to facilitate highly effective collaboration. Communicate complex concepts effectively across all levels of the organization. Facilitate one-on-one discussions as well as team meetings or larger group briefings. Tailor language and medium of communication to recipients to ensure understanding. Partner with peers, supervisors and management to define plans, engineer solutions and make timely decisions.
  • Maintain working knowledge and expertise in current FO systems and processes, specializing in information systems. Independently research work-related topics using organizational and industry resources. Document business processes and rules for Fiscal functions to maintain a repository of organizational knowledge and training materials.
  • Utilize expertise in business and information technology disciplines to facilitate superior decision-making through business intelligence methods and software. Develop monitoring tools and ad hoc reports to respond to requests, provide information for high-level decision-making, measure performance and uncover insights to yield efficiencies. Compile and present information in a variety of digestible formats to peers, supervisors and executive management.
  • Potential to perform any of the above tasks for TFM or collaborating across programs

Systems and Process Improvement

  • Collaborate with stakeholders (users, project team, subject matter experts, business owners, executive sponsor, IT staff, contractors, etc.) on projects to plan, design, develop and implement effective and efficient solutions for mission-critical operations. Majority of projects directly affect business units, workgroups or single business functions in the Fiscal Office with secondary effects felt across all business units and at the divisional and program level.
  • Complete autonomy to identify, plan, develop and implement minor process improvement solutions within the FO affecting small user groups or single business functions. Autonomy, with supervisor approval and review, to identify, plan, develop and implement moderate to major process improvement solutions affecting entire business units or processes. Regularly make decisions influencing processes and methods of work within the framework of established laws and policies.
  • Coordinate, manage and participate on projects of various scope and complexity in the FO utilizing the industry standard Systems Development Lifecycle (SDLC) and Project Management Body of Knowledge (PMBOK.)
  • Plan and prioritize projects using the SMART criteria and project prioritization methods.
  • Prepare documentation detailing proposed projects to submit for approval by supervisors, executive management or outside agencies.
  • Plan, organize and schedule project timelines accounting for availability of resources, peak periods and risks.
  • Assess risk and severity of proposed projects to determine oversight requirements.
  • Determine project compliance with state policy requirements from OCIO.
  • Develop relationships with stakeholders to set priorities and evaluate deliverables against verified requirements. Promote collaboration and focus on defining mutual goals among stakeholders. Act as a liaison among stakeholders to provide a safe, open and functional working environment. Compile objective information to facilitate negotiation and establish priorities to resolve disputes.
  • Manage project risk and rapidly respond to unforeseen barriers to achieve goals and meet deadlines.
  • Maintain flexible work focus and environment to adapt to a potentially fast-paced and variable working environment.
  • Assist in change management efforts by developing communication and training resources for user acceptance and adoption. Lead pilot projects in the form of individual and group demonstrations and training sessions to assess feasibility, time, cost and potential adverse effects.

Miscellaneous Duties

  • Exercise judgment to troubleshoot day-to-day business and technical issues requiring rapid assessment and resolution.
  • Support FO and agency staff in learning and utilizing information systems in their duties.
  • Provide emergency functional support to Fiscal Office units during peak work periods.
  • Attend meetings and training to gather information and skills relevant to performing job functions.
  • Other duties as assigned.
Qualifications


Required Qualifications
Knowledge of:

  • Lean process methodologies and software development life cycles.
  • Project management best practices.
  • Project management functions such as planning, scope development, schedule management, resource management, budget management, communications management, risk management, change management and incident management.
  • Business analysis best practices.
  • Principles and practices of producing effective documentation of business functions, business requirements, process diagrams, workflows, hierarchies, entity relationship diagrams and desk manuals.
  • Methods of developing business process specifications, procedures and methods for testing business functions.
  • Current trends in information technology software, business systems, hardware, networks and communications.
  • Generally Accepted Accounting Principles (GAAP), State Administrative and Accounting Manual (SAAM), governmental accounting practices.

Preferred/Desired Qualifications

  • Possession of a Bachelor’s degree from a four-year accredited college or university with major coursework in Computer Science, Information Technology, Business Administration or a related field.
  • One (1) year of professional experience in government accounting.
Supplemental Information

This position is covered by a collective bargaining agreement between the State of Washington, Department of Fish and Wildlife and the Washington Federation of State Employees (WFSE), which contains a “union security” provision. This means that, as a condition of employment you must either join the union or pay union dues, or pay the union representational or other fee within 30 days of the date you are put into pay status.

Working Conditions

  • Duties performed in an office setting. This position requires extensive computer use and sitting.
  • Schedule typically is from 8:00 AM to 5:00 PM, Monday through Friday. However, a varied schedule may be required including working Saturday or Sunday and overtime during peak periods, system implementations, maintenance and outages.
  • Some travel may be required throughout the State to attend training, meetings and conferences.
  • Customer service and interactions are integral to position success.
