The Spill Prevention, Preparedness, and Response program (SPPR) program within the Department of Ecology has a great opportunity for an experienced GIS analystto fill an IT Specialist 5 position. This job provides critical support in the areas of ArcGIS, mapping and visualization products that are relied on by Ecology staff, key decision makers and the public to identify and analyze oil movement, resources at risk, and spill response equipment capability in Washington State.

The Spills Program’s mission is to protect Washington’s environment, public health, and safety through a comprehensive spill prevention, preparedness, and response program. The Spills Program’s vision is to prevent, prepare for and respond aggressively to oil spills; to be our best for the State of Washington. Our goal in the Spills Program is “zero spills”.

The Statewide Resources Section supports the Agency and Program missions in maintaining 24/7 response capability, aggressive response to oil and hazardous substance spills through service delivery of legislative and policy support , program and strategic planning, data and IT management, performance reporting, statewide training, investigation, enforcement, outreach and education, file management and time accounting activities. This position supports our mission by being the designated Spills Program Geographic Information System (GIS) expert, acting as the program expert to provide application architecture, development, implementation, and maintenance support for program-wide geographic and environmental data systems as well as contributing to agency-wide systems. 

Some of the key work activities of the IT Specialist 5 position are:

  • This position is the expert level GIS Lead for the Spills Program and is responsible for providing leadership in the planning, design and development, enhancement and daily operations of the program’s GIS applications and databases. This includes the Geographic Response Plan (GRP) database and web application, the Coastal Atlas Spills Mapping application and the Spills Map for Responders.
  • Assimilates and analyzes disparate spatial and tabular information and provides results of analyses and cartographic products that are used by staff, management, first responders, communities and the legislature.
  • Provides end-user support for Spills Information systems.
  • Develops and maintains the program GIS layers for modeling oil spill contingency plan holder planning standard capabilities.
  • Share Point/Web Administrator for the Spills Program.
  • Consults with the Program Performance Coordinator on development of new metrics for the program performance measures.

Qualifications


Required Qualifications:

An Associate’s degree or higher in Computer Science; GIS applied science OR completion of a two (2) year accredited vocational training program in GIS, programming, information technology or related program

AND

Two (2) years recent senior level professional experience using Esri ArcGIS technology (ArcGIS Desktop and Server, ArcGIS Online and ArcSDE products).  Experience includes but not limited to analyzing, designing, implementing, maintaining and/or programming in large-scale and/or organization-wide information systems.

OR

Four (4) years recent senior to expert level professional experience using Esri ArcGIS technology (ArcGIS Desktop and Server, ArcGIS Online and ArcSDE products). Experience includes but not limited to analyzing, designing, implementing, maintaining and/or programming in large scale and/or organization-wide GIS software applications and writing code and running scripts in Python. 

 
Desired Qualifications:

  • A Bachelor’s degree with a focus on geography/GIS, computer science, or a natural sciences field AND four (4) years of software development experience, including project management, application architecture, C# or comparable programming experience and database administration. At least three (3) of the four (4) years of experience should be within the last four (4) years.
  • Knowledge of environmental and/or science based business areas.
  • Familiarity with commonly accepted IT Industry standards and best practices.
  • Demonstrated initiative to improve skills through training or other learning opportunities.
  • The ability to distil end-user requirements into a technology solution which is centered primarily on Microsoft technologies.
