Duties

The Information Technology Services Office (ITSO) provides a variety of services to individual users, IT professionals, business managers, and environmental programs. This position is located at our Headquarters in Lacey, WA, supporting our Water Quality Program.

The GIS Web Application Developer is responsible for providing senior-level geospatial application and geoprocessing development support for the agency.

Job duties include:
  • Consulting with clients to determine business and system requirements, designing and analyzing alternative solutions.
  • Designing graphical user interfaces and business workflows.
  • Constructing complex geospatial applications and services using the Javascript and Python programming languages, .net XML, HTML, CSS, T-SQL, SQL Reporting Services, and Visio for system documentation that combines geospatial data from multiple sources and data systems.
  • Implementing application architecture for custom information systems using Ecology’s standard software development platform which adheres to industry best practices and agency software development standards. Current development platform includes: C# programming language, Active Server Pages.Net (ASP.Net), HyperText Markup Language-5 (HTML5), XML, JavaScript, TFS, MVC and Microsoft SQL Server.
  • Developing and presenting application prototypes to business and management teams.
  • Conducting peer reviews, leading unit testing, planing deployments, and posting implementation reviews.
  • Tracking, resolving, and documenting critical application issues/bugs and logging enhancement requests.
This is a project position set to end on May 31, 2019

An Associate’s degree or higher in Computer Science or GIS applied science, or completion of a 2 year accredited vocational training program in GIS, programming, information technology, or related program AND two years’ recent professional level experience using Esri ArcGIS technology (ArcGIS Desktop and Server, ArcGIS Online, and ArcSDE products).

Experience includes but is not limited to analyzing, designing, implementing, maintaining, and/or programming in large-scale and/or organization-wide information systems.

OR

Four years’ recent professional level experience using Esri ArcGIS technology (ArcGIS Desktop and Server, ArcGIS Online, and ArcSDE products).

Experience includes but is not limited to analyzing, designing, implementing, maintaining, and/or programming in large-scale and/or organization-wide information systems.



Desired Qualifications

  • A Bachelor’s degree in Geography, GIS, or environmental science
  • Four years of professional experience designing and producing analytical tools and cartographic products. This experience can be gained in conjunction with other requirements.
  • Four years of information technology experience programming web-based software applications or developing information systems architecture using Microsoft development technologies such as C#/ASP.Net MVC, SQL Server, TFS, JSON, RESTful Web Services, LINQ and HTML5/JavaScript for mobile applications. At least two of the four years of experience should be within the last 4 years.
